In the first chapter,the thesis analyses the fundamental legal issues on international counter-terrorism,and trying to make the definition from the perspectives of domestic law,international treaties and customary international law.Besides,in order to narrate the other part of the detailed contents of "the Belt and Road",this chapter also distinguishes the terrorism with other extension of the legal conceptions.For the second chapter,the writer organized the current legal framework on counter-terrorism of different International fields.First of all,the content begins from the counter-terrorism International treaties,resolutions of Security Council and General Assembly under the system of the United Nations.Secondly,in the later part of this chapter elaborates the legal framework,included regional agreements and anti-terrorism agency,based on several regional international organizations such as Shanghai Cooperation Organization and the Association of Southeast Asian Nations.The third chapter takes the violent extremism terrorism "East Turkistan" as an example;mainly discuss its illegality and threats on "the Belt and Road",and sorts out legal practice experiences on combating terrorism of China in resent decades.Finally,based on the contents of the previous chapters,the author will put forward relative suggestions on how to construct the counter-terrorism legal framework under the strategy of "the Belt and Road".In this chapter,the author rise the suggestion from international law plane and domestic law plane.
