Research On The Potential Threat Of International Terrorism To The Construction Of The "Belt And Road"

As a great initiative of China in 21 st century,the “Belt and Road” makes the continuous deepening of China's reform as well as the continuous improvement in the level of opening-up.As a strategic initiative to benefit the Asia-Pacific region and even the whole world,the “Belt and Road” offers new methods and trivial developing patterns for every country to build a harmonious world.However,during the process of the implementation of the “Belt and Road”,we face the new risks of international terrorism.But in the era of peace and development,China insists on the peaceful rise and joint development on the basis of equal consultation with all countries.This paper starts with the strategic meaning of the “Belt and Road” and international terrorism,analyzing the threats posed by international terrorism in the process of implementation of the “Belt and Road”,and put forward our own views on how to overcome these risks and challenges.First of all,we start from the historical background.Starting from the event--“9·11”,in 2001,the public shows more concerns on terrorism.As the continuous developing level of globalization,terrorism begins to show the trend of internationalization,and some terrorist force with more politicized characteristics emerges,for example,ISIS,East Turkistan,and so on.Therefore,this paper will introduce historical origins of these terrorist forces,the terrorism they have made and links between different terrorist forces.In the end,the paper puts forward some suggestions on how to deal with the terrorist threats in the construction of the “Belt and Road”: Strengthening cooperation among countries along the “Belt and Road”,implementing international counter-terrorism obligations,incorporating the factor of religion into the new strategic of peripheral development,helping “strengthening the neighboring diplomacy” andestablishing a network information security prevention and control cooperation mechanism,reinforcing network counter-terrorist,so that we can eradicate terrorism.
