Research On The Governance Mechanism Of Terrorism Crimes Under The Background Of "One Belt One Road"

"The Belt and Road" refers to "silk road economic belt" and "maritime silk road economic belt".In the construction process of "the Belt and Road",the risk of terrorism is the primary security risk of "the Belt and Road",and the problem of terrorist crimes has cast a haze on the construction of "the Belt and Road" in China.On the one hand,terrorist crimes seriously threaten the security of individuals,enterprises and countries.On the other hand,terrorist crimes have seriously hindered China's participation in regional cooperation and affected the overall process of the "the Belt and Road" plan.Domestically,although China has introduced relevant anti-terrorism laws and regulations and taken necessary measures to crack down on terrorist crimes,terrorist crimes are still emerging in an endless stream.Such terrorist crimes as the "urumqi morning city bombing" in 2014,the "baicheng coal mine terrorist attack" in 2015,the "moyu violent terrorist attack" in 2016,and the"pishan terrorist attack" in 2017 all demonstrate the seriousness of China's anti-terrorism work.As for the other countries and regions along the "the Belt and Road" route,most of them are also in the high incidence zone of terrorist crimes,among which the situation of terrorism in central Asia,west Asia and north Africa is the most serious.However,due to the complexity of terrorist crimes,the international community has not yet reached a consensus on the definition of terrorism.Different dictionaries,scholars and countries have different definitions of terrorism,which is extremely detrimental to the fight against terrorist crimes.In the process of "the Belt and Road" construction,terrorist crimes gradually show a new trend different from the past.The battle center of terrorists gradually turns from domestic to overseas,the objects of crimes gradually turn to overseas facilities and personnel,and emerging terrorist crimes such as cyber terrorism crimes rise accordingly.After all,capital distribution of wealth,ethnic and religious conflict is terrorism crime,science and technology media development under the background of "area" is the main reason for the new trend,in this context,countries have expanded international cooperation against terrorism,to establish a regional international cooperation against terrorism organization,in "neighbourhood" all the way along the route area,typical is the Shanghai cooperation organization.However,there are still some conflicts among these regional international counter-terrorism cooperation organizations in terms of unifying the definition of "terrorism",anti-terrorism legislation and concrete operation of anti-terrorism cooperation.The current governance mechanism of terrorist crimes can no longer meet the needs of"the Belt and Road" construction.To tackle terrorist crimes,countries need to work hand in hand,guided by such concepts as "community of Shared future for mankind" and "overall national security concept",and jointly govern by the theory of "enemy criminal law".We need to give full play to the role of the United Nations and the strengths of the sco to further strengthen international cooperation against terrorism.Further efforts should be made to improve relevant international and domestic anti-terrorism legal systems.We need to formulate specific measures to prevent and control cross-border terrorist flows,combat cyber terrorism,and establish a criminal prevention mechanism for terrorist crimes.It is necessary to comprehensively deal with the economic,political and cultural aspects and remove the root causes of terrorist crimes.In a word,the governance of terrorist crimes is a long-term and systematic project.China should continue to promote the construction of "the Belt and Road",strengthen the international cooperation with countries along the belt and road to eradicate terrorist crimes.
