With the rapid development of urbanization and industrialization,as well as the significant increase in the degree of rural marketization,the pace of young farmers becoming migrant workers significantly accelerated.In this context,the rural social risk problems caused by the hollowing out of the population is also highly prominent,seriously hindering the development of the society construction and peasant households in rural areas.After clarifying the basic concepts and theoretical basis,the article thinks that under the background of rural population hollowing out,the main body of the rural construction and development and the core members of the farmers' families show obvious deficiencies,which lead to four rural social risks,including: the rights damage risk of rural left-behind group,the risk of peasant family function weakened,along with the risk of the dissimilation of rural governance and the inheritance risk of traditional rural culture.Combined with the actual performance of rural population hollowing out,we find the formation of rural social risk mechanism.First,the excessive loss of young farmers,which makes left-behind groups have to bear the heavy production and life,and then easily damage the basic rights and interests of the left-behind groups;second,in the absence of the core members of the family,the farmers' family structure increasingly discrete,which is also likely to lead to weakening the risk of farmers' family functions;third,in the absence of rural governance personnel,rural governance is vulnerable to the main body virtual and the risk of alienation of the work;finally,the problem of rural population hollowing out is also easy to lead to the problem of rural values,which will seriously hinder the effective inheritance and development of rural traditional culture.In order to deal with the numerous pieces of social problems of rural social risk,the article draws a holistic governance theory,and makes an overall plan to resolve social risks of rural population hollowing out,including: first,we should encourage young farmers return,and make them carry out the task of agricultural production and handling rural affairs,which can effectively alleviate the pressure of production and life of the left-behind groups,and realize the goal of protecting the rights and interests of the left-behind groups;second,we can accelerate the cultivation of new farmers and encourage them return to the family through the development of agricultural industrialization;third,we can also strengthen the rural governance personnel by the way of internal training and external introduction,which can resolve the risk of rural governance and optimize rural governance;fourth,we must build the protection mechanism of traditional rural culture as soon as possible,and make it integrate with the modern culture effectively,and ultimately let the traditional rural culture give full play of its effectiveness in the context of a new era.
