Reserve cadre system is a cadre personnel system with Chinese characteristics,which plays an important role in leading cadres' construction and economic and social development.In recent years,more and more attentions are paid to cultivation of reserve cadres.Although many regions have conducted in—depth research and explorations on cadre reserve building theoretically and practically as well as stimulated very valuable experience,there still exist some problems and deficiencies.This paper studied the cultivation mode in Fu Shun Country where reserve cadres had been assigned to work in villages,aiming to find an efficient way to cultivate reserve cadre from grass—root level and practical views,rich related study results in a certain extend and provide reference for reserve cadres training in the new normal.To take cadre cultivation as the main line,this paper first reviewed research situations at home and abroad,which affirmed some good experiences and practices as well as pointed out some common problems existing in current practice,mainly seen in the following aspects : the training mode is single and reserve cadres have few opportunities to participate in grass—root level activities;cultivation process is simple,systematic and multi—level cultivations are not enough and there is a lack of assessment and incentive mechanism;reserve cadres do not have high passion for their work.In this case,this paper introduced the reserve cadre cultivation method used in Fu Shun Country called “three three four”,namely,adhere to three confirmation principles,implementation of three trainings and mutual help,implementation of the four mechanisms;meanwhile,the theories of human resource management in public sector and performance appraisal have been used to analyze the following three key factors,building of guest practice platform,construction of systematic classification cultivation mode and establish of assessment and incentive mechanism.Through research of the case that Fu Shun Country assigned reserve cadres to work in villages,some inspirations about paying attention to cultivation of reserve cadres were drawn as follows: first is that testing exercise is an indispensable part of reserve cadres cultivation,second is that systematic classification in cultivation is the center of reserve cadres cultivation,third is that assessment and incentive mechanism is the key to cultivate reserve cadres;additionally,clearly aimed and practical suggestions havebeen proposed from different levels.
