With the strengthening of economic globalization, country’s competition in the world in the final analysis is the competition for talents. The thirst for talents urges the importance of training and development of human resources. Civil service training, which is not only an effective way of improving the capacity of civil servants, but also an important part of civil service management, determines the ability of government to serve society. The only way to improve the overall quality of civil service is strengthening the training of civil servants constantly. Therefore, human resources training, especially the training of civil servants has become a focus all over the world. With the further development of the political and economic reform in Vietnam, it puts forward higher requirements for the work of the government and the quality of civil servants. After Vietnam’s accession to the world Trade Organization, the Vietnamese government paid close attention to the training of civil servants, put forward a newer and higher demand on civil servants training, improved and perfected the civil servant training system, in order to meet the demands of the Vietnamese administrative reform. However, from the present Vietnam national civil service training situation, there are still some problems to be solved. The important issue for Vietnam’s construction of high-quality civil servants is to learn other countries’ successful experience in servants’training, to strengthen the national service training and to innovate the mechanism of civil service training.Under the guidance of relevant theories, according to the actual needs of Vietnam’s national conditions and the work of the civil servant training, this thesis, which is using the methods of literature research, field research and comparative research, attempts to point out the existing problems about training pertinence, training form, training quality of civil service training in Baclieu in Vietnam. Based on the successful experience of China’s civil service training practice, the thesis puts forward corresponding countermeasures of civil servants training in Baclieu, finally to realize the innovation of civil servant training mechanism in Baclieu, and to adapt to Baclieu economic and social development needs of the construction of civil servants.This thesis has five main parts. The first part is the introduction, which mainly elaborates the core concept of the background, research significance, research methods, definition and research status at home and abroad. The second part is the theoretical basis of civil service training, which mainly introduces the relevant concepts and theories. The third part is the practice of civil servants training in Baclieu, which mainly analyses the presents and problems of civil servants training in Baclieu. The fourth part is the introduction of Chinese civil servant training system and its enlightenment. The last part is the training mechanism of Baclieu, which puts forward suggestions and countermeasures of Baclieu training mechanism innovation.
