China entered the aging society in 1999.Because of the rapid growth of elderly population,aging problem is becoming increasingly serious.Building community home-based care service system has become a necessity,which involves the government,families,community,non-profit organization,social enterprise and so on.They all assume different responsibilities and play different functions.Whether the complex relationships between different parties are harmonious and whether the system runs properly affects the degree of meeting needs of elderly.Based on the analysis of the development of elderly care service in Ji'an City in recent years,this paper investigated the demands of elderly care service empirically,and further explored the interaction among different parties and participation mechanisms.By summarizing the responsibilities of the parties and present participating situation,this paper identified main problems of diversified participants.Then,drawing on the experience of foreign community pension,we propose some ideas and recommendations from the perspectives of different participants,that is,stabilizing the dominant position of government,attaching importance to the role of the family,laying out community elderly care,advancing the development of non-profit organizations and attracting the input of social capital.
