"The central committee of the communist party of China on comprehensively deepen reform certain major issue decision" in the third plenary session of the 18 through,"decision" adhere to the party cadres,to deepen reform of the cadre and personnel system,we should establish a simple and effective work with the mechanism,make excellent cadres from all walks of life to be able to fully show the talent.To deepen the reform of the cadre and personnel system,build a contingent of high-caliber cadres,to cultivate excellent talents is the inevitable requirement of China's economic and social development.To further deepen the reform of the personnel system of our country,it must be established to adapt and promote the social and economic development of the government public sector human resources management system.Since the civil servant law implementation,China's civil service system has experienced from the establishment,grope for a series of process,development and growth.More than 20 years of reform of the cadre and personnel system and the mechanism of government management system in China has undergone earth-shaking changes.However,with the development of the society,further intensify the management of contradictions and problems,reversed transmission of the civil service system reform into deep waters,the candidates personnel mechanism further perfect and rich,the country's civil service system of social management put forward to higher requirements.This article through to a representative part of the field survey of state-level development zone of Nanchang high-tech alone through analyzing the personnel system reform,summarizing the Nanchang high-tech zone are analyzed in the process of the personnel system reform is good,highlight the full employment,reform of operation methods,mechanism and effect,the Chinese government department of human resources management reform,shows some new characteristics and trends,such as emphasis on "people-oriented" management philosophy,pay attention to market ideology,draw lessons from the private sector human resources management of advanced technology,method and so on,these new management concepts have been leading the direction of the Chinese government department human resources management reform.It is also the future beneficial exploration in the personnel system management,it will provide good guidance for the personnel system reform in the future.
