Government achievement appraisal is a difficult problem current international society faces, but also is an important content and a basis in our country political reform. Objective and comprehensive government achievement quantitative assessment should establish above the interdisciplinary knowledge system. Therefore, this article takes the public management theory, the modern property right theory, the management science, statistics as backing, using for reference of the overseas quantitative assessment experience, according to quantitative assessment evolution logic, combining demonstration analysis and criterion analysis, the analysis of the theory and the analysis of realistic problem together, the analysis of the induction and the deduction together, the analysis of the qualitative and the quantitative together. So we can research government quantitative assessment inherent laws, and explore a new system about government achievement assessment.Firstly, the paper elaborates two correlate theory system about the government achievement quantitative assessment, namely the new public management theory and the new public service theory system. Then we not only make the brief analysis to the overseas experience and the practice about quantitative assessment, but also to the realistic background of the Chinese government achievement quantitative assessment. Based on the value orientation of government and the thought of BSC (the Balanced Score Card), we carry on the design to the government achievement system. From two angles, which are the result and forecasting view , we carry on the quantitative assessment (forecasting data originate from result appraisal), hoping to establish a comprehensive and forward-looking quantitative assessment system and to breakthrough the relatively one-sided government achievement which belong to the type of control after the event . According to the above thought, through the demonstration analysis to the 10 local cities of Jiang-su Province, we can discover:(1)Based on the new public management theory and the new public service theory, taking the present insufficient situation of China administration bureaucrat as the analysis background, we figure out the sustainable development appraisal system according to the BSC with systematic viewpoint, which have four dimensions, such as the government development achievement, the efficiency, the cooperation degree, the continuing degree . The change from the single assessment angle to the four ones, reflects the multiple pursues of the current government, expands the achievement appraisal content and the field of research vision, has overcome one-sided and nearsighted appraisal result in some degree.(2)The government sustainable development model we have designed, synthesizes four dimensions of the government achievement appraisal system .Through the actual case analysis, we prove the appraisal system is rational and feasible.(3)Based on the government achievement appraisal, through the definition to the sustainable development forecast degree, we use the BP artificial neural networks and design a government achievement predictable appraisal system. By this forward-looking appraisal system, we change the traditional historical appraisal to the forecasting appraisal, and enrich the connotation from commenting to constructing, enhance the government achievement, avoid the achievement deviation which the non-rational decision-making may make.(4)By transplanting some mature methods , used in enterprise achievement appraisal, to the government achievement appraisal, we enrich and deepen the quantitative research method. For example, carrying on the adjustment and the revision with the ANP method to the AHP weight, we get the rational weight relatively,so artificial intervention tendency of AHP is reduced. Using the DEA model, we lower the difficulty to analysis of the government achievement appraisal which has the characteristic of multi-investments and multi-outputs. Besides, the SE-DEA model and the Tobit model strength the efficacy of DEA . So we can attempt to find some potential, indirect, long-term or the substantive factor that affect governments performance and provide the scientific basis for the decision-making .
