Research On Improving The Governance Capability At The County Level

After the 18th National Party Congress, the CPC Central Committee put forward the "four comprehensive" strategic layout, in which comprehensively deepening reform will perfect and develop the socialist system with Chinese characteristics and promote the modernization of state governance system and governance capacity as the overall goal.Since the Third Plenary Session of the 18th CPC Central Committee, the reform of various fields in our country has entered into the deep-water area and the crucial period. It is the requirement of society and the development of the times to promote the transformation of government functions and to improve the ability of government administration. As the basic administrative region of the whole national economy and social development, the county-level government is related to the people's living and working, and to the harmony and stability of national development.Research on County Government Administration to promote the stable development of various undertakings, to achieve a comprehensive grand goal of building a moderately prosperous society of great significance.By reading the relevant research literature and summarizing the previous home and abroad, combined with the functions of government resources and organizational perspective, the ability to investigate county governance from strategic planning capacity, resource extractive capacity,public service capacity and crisis management capacity in four dimensions. Through the corresponding index design,measure the ability of the capacity of the local government's ability to influence the degree of governance. Empirical research section of this article, by questionnaire, in X County, Shandong Province collected sample data using SPSS and AMOS software for data and statistical analysis to test the structural model. The results of empirical analysis show that the four sub-abilities are all important components of county-level government's ability of governance. The ability of strategic planning has the greatest impact on governance capacity, followed by public service capacity, resource extraction capacity and crisis management capacity is also important for governance capacity. In view of this, the author thinks that to improve the governance capacity of the county government, we can improve the capacity of strategic planning and public service of the county-level government by improving the sub-capacity of the four dimensions.Efforts to improve the strategic planning capacity and public service capacity, Attention to improve the resource extractive capacity and crisis management capacity.
