Analysis On Responsibility Of Local Government For Green Development In Rural Areas From The Perspective Of Meta-governance

The meta-governance theory is a reflection on the governance theory and multi-center governance.In response to the governance process,the main responsibilities of various subjects are unclear,and there are pushbacks,lack of reasonable planning and waste of resources,and the government should be regarded as the organizer of governance activities.Through the rational planning of the relationships between different entities in the governance system,a sound governance system is constructed.The meta-governance theory guides local governments to fulfill their responsibilities in the process of green development in rural areas.Rural green development is affected by the strength of local development and the guiding role of local governments.The imperfections of the local government system make it difficult to provide a strong guarantee for green development.The incompleteness of local government functions,the limited participation of social forces,and the disorder of villagers' autonomy will hinder the green development process in rural areas.At this stage,the overall green development in rural areas is unbalanced,and economic development is more important than social development and ecological development.The analysis of the results of the 2016 Y village survey in Henan Province shows that the cultivation of cultivated land and crops in rural areas is limited by technology,funds,and management levels,and the industrial level of agriculture is relatively backward,which directly affects the industrial layout of rural areas.Moreover,the social and cultural development and ecological environment in rural areas have long been neglected,and the environmental pollution is serious.They are even being driven out by economic development.This is contrary to the concept of green development.High-quality economic growth is to promote the agricultural industry system,production system and management system,realize the integrated development of the secondary and tertiary industries,and increase the proportion of the green economy.The incomplete system construction and the unsound supervision mechanism hinder the process of green development in rural areas.The economic,social,and ecological imbalances in the process of rural green development are the biggest obstacles to development.The cooperation and adjustment of the main bodies of the green development of the local government organizations in rural areas is not flexible,and the scientificness and rationality of the plans also need to be improved.Local governments have assumed important responsibilities in the process of achieving green development in rural areas.First,improve the adaptability of rural green development policies.Formulate rural green development policies,adjust policy content that is incompatible with rural green development,and rationally plan modern agricultural development systems.Second,we must rationally plan the green development system in rural areas.Scientifically plan the rural industrial system,promote the integration of industries,build a modern production system,save rural resources,and protect the rural ecological environment.Third,improve the institutional arrangements for green development in rural areas.Accelerate the development of the local government's green development system,improve the implementation of the local government's green development system,and improve the local government's supervision system for villagers' autonomous organizations.Fourth,improve the rural social development system.Strengthen ideological and moral construction,develop civilized civilization,promote public cultural construction,and inherit excellent culture.Fifth,improve the governance level of local governments in rural green development.To regulate the behavior of multi-agent participation,build a multi-agent cooperation system,establish a governance correction model,and improve feedback mechanisms for governance effects.
