| The report of the 19th National Congress of the Communist Party of China has put forward "Implement the Rural Vitalization Strategy".Talents are the key to achieve the rural vitalization.It is necessary to cultivate new professional far mers,so that they can provide strong human support for the fulfillment of goals and tasks for rural reform and development by 2020.To study the mode of the cultivation of new professional farmers in M Town,J City,as a big agricultural development town,can provide experience for the development of new professions farmers in the city.This paper uses the methods of literature research,questionnaire survey,sem i-structure interview and participatory observation to analyze the present phenome non of the cultivation of new professional farmers in M town,J City,based on the theory of human capital,the theory of public service,the theory of division of Labor and Cooperation,and the theory of public policy.This paper finds the problems existing in the cultivation of new professional farmers in M town to a nalyze the reasons from five dimensions,such as the government functions are n ot matched,the management system is not scientific,the cultivation system is no t practical,the social environment is more complicated,and the farmers themselv es are not active.Finally,on the basis of summarizing the successful experience of foreign professional farmers represented by Japan,South Korea,the United Ki ngdom,Germany,and the United States,in accordance with the requirements of the Times and the actual situation of M town in J City,this paper puts forward a series of measures to improve the current situation,such as standardizing the f unctions of local governments,establishing and perfecting the management syste m,improving the rural humanistic environment,strengthening the construction of farmers themselves,forming a breeding guarantee mechanism.Through these mea sures,it hopes to explore a new way to cultivate the characteristics of new prof essional farmers. |
