Analysis Of The Influencing Factors And Support Countermeasures Of The Cultivation Of New Professional Farmers From The Perspective Of Responsible Government

Report from 19 large rural talent strategy of rejuvenating,by 2021,the central committee of the communist party of China's latest file again put forward rural human resources development in rural development an important position,the professional farmers cultivating new type is part of it,and the local government in the new type of professional farmers cultivate work is an important responsibility.Based on the theory of human capital and the theory of responsible government,this paper analyzes the multiple factors affecting the cultivation of new type of professional farmers and studies the supporting countermeasures of grassroots government.In order to better promote the cultivation of new professional farmers,China first carried out the pilot operation,and constantly improved the cultivation work,and the cultivation of new professional farmers in China has already achieved initial results.Local governments play an important role in each link of the cultivation of new professional farmers,which can promote the better development of the cultivation of new professional farmers.Local governments play an important role in each link of the cultivation of new professional farmers,which can promote the better development of the cultivation of new professional farmers.This paper based on literature analysis and data collection,this paper constructs the influencing factor model of new-type professional farmer cultivation,and then collects 25 typical counties,districts and demonstration villages in Shandong Province related to new-type professional farmer cultivation by means of field research and data collection,using the fuzzy set qualitative comparative analysis method(fsQCA).This paper analyzes the effects of several factors affecting the cultivation of new professional farmers and their combined path analysis.The results show that the establishment of government-led training mechanism is the core element of the cultivation of new professional farmers,and the external security measures are the main elements of the cultivation of new professional farmers.Both of them have an important impact on the cultivation of new professional farmers.The internal environment construction,financial support policy and dynamic evaluation management are the secondary elements of the cultivation of new professional farmers.On this basis,put forward the local government in the cultivation of new professional farmers need to improve the relevant support countermeasures.First,the local government should improve the system design of cultivating new professional farmers.Local governments should clarify the responsibility subjects and expand the scale of training subjects.At the same time,relevant departments should also conduct in-depth research to understand the needs of farmers and innovate training methods to ensure the training of new professional farmers.Second,the local governments should strengthen the internal and external linkage mechanism of the cultivation work and improve the executive power of the government.Meanwhile,social resources should be integrated to fully mobilize the enthusiasm of farmers to participate in the training.Financial support policies should be implemented to improve the security of cultivation.Third,the local government should improve the management level and public service level,improve the late-stage management of the cultivation of new professional farmers,strengthen the exit and feedback management,and optimize the rural macro environment,to provide a good production and living environment for new professional farmers.
