In information age,it's required for us to manage enterprise from long-range viewpoints. Four factors are indispensable to decide the surval and development of a company:directorate of scientific dicision-making, cogent enterprise culture,effective coporation governing configuration and clear strategy. It's fundamendal problem of getting company administive goal that how to communicate company strategy with employee daily job,make personal job goal and company expectation step in step,gain double co-development.In 1992, Robert Kaplan and David Norton developed Blanced Scorecard ,it's successfully used all over the world. Blanced Scorecard realize harmonization among company,department and personal goal.It achieves balance between long and short goal,financial and non-financial index,inside and outside,result and proceed.Finally enterprise obtain continual impetus and harmonious development via investment in client ,supplier ,employee,enterprise technics ,technology and innovation.In this paper, Blanced Scorecard is used as a tool to design SH company performance management system.It is devided into five parts:Chapter one :theoretics part which illustrates the paper. Dicuss the significence,various ways,assessing factors of performance management and the trait of Blanced Scorecard.Chapter two:analyse operational status ,Human Resource misplay , performance management localization of SH comapany.These problems have universality to some degree,not in SH but also in other companies.Chapter three:discuss the performance management flow of company and peson.Chapter four :the pivot of the paper. It is analysed and explouded via four aspects to design performance management system of SH by using Blanced Scorecard.:the first assesses whole operational effect of SH,thesecond designs Blanced Scorecard of department by using cause-effect analyse ,decompounding operational goal of the corporation,the third constitudes Blanced Scorecard of project by using cause-effect analyse,the fourth establishes personal KPI assessing system..Chapter five:stress the frequent problems of the performance management including criterion, course ,ways and psychology error etc.If overcome these,we can cause appraised result more objective.At last, summarize the possible problems of Blanced Scorecard in practice.The aim of the paper is to probe into the practicality of the Blanced Scorecard in operation of enterprise. Blanced Scorecard is a new way and tool of management,if only combin it with the organizal idiographic condition of a company, ideal effect can be got.
