On The Mechanism Of Multiple Cooperative For Rural Credit System

Credit is the keystone of the market economy.With the rapid development of modern economy,under the background,a lack of credit reporting mechanism,with the social sincerity deficiency,social credit crisis has become one of the most important social governance and public management issues in our country at present.As we know,rural areas in China,with a large population,the rural social economic development directly affect China's social and economic development of the country.Therefore,to strengthen the construction of rural credit system,enhance rural credit reporting,these all become our public management's important subjects to deal with.Rural credit reporting system as an important part of the social credit system,the establishment and perfection of it for pushing forward the construction of the rural credit civilization and trustworthy harmonious countryside,realize the benign interaction between rural economic and financial sustainable development,has important practical significance.Since 2009,LiShui city rural credit system has been started to construct and led in the domestic,a multiple governance model,a typical "government assistance,PBC leading,multiple participation,mutual benefit" model,obtained the national mainstream media promotion.our paper take LiShui as an example,analyzing the current situation of LiShui rural credit reporting system,including multiple cooperative governance mechanism,problems and causes,and puts forward some countermeasures and Suggestions to perfect the multiple cooperative governance mechanism,so as the effective reference policy is necessary requirement to promote the rural credit system construction in our country.This paper is divided into five parts.Chapter 1: introduction.Mainly including selected topic background,research significance,the domestic and foreign literature review,the general situation of research ideas and methods,and the article's innovation points are put forward.Chapter 2:It clearly defines the concepts related to the rural credit system and te rural credit system multiple coopretion governance governance mechanisms and other related concepts,which lays a foundation for the following research.Chapter 3: In this chapter,it reviews LiShui's rural credit system and the main methods of multiple cooperative governance,and then refines LiShui's experience.Chapter 4:This chapter analyzes the problems in LiShui's rural credit system of multiple cooperative governance.Firstly,it introduces the efficiency of multiple cooperation governance.Then it finds problems those imperfect multi-cooperation's long-term incentive mechanism,cooperation and information sharing mechanism,and unstandardized constrain mechanism of cooperative power and responsibility.Finally,it diggs out reasons fixed concept,institutional issues and technological limits.Chapter 5: The chapter presents some countermeasures and suggestions to perfect the mechanism of multiple cooperative governance for LiShui's rural credit system.Facing the current situation of the rural credit multiple cooperation governance in LiShui,the paper puts forward concrete measures(including an administrative safeguard mechanism,an information sharing mechanism and long-term mechanism)to further an optimization of LiShui city rural credit cooperative governance mechanism and promote the sustainably development in LiShui.It will help the rural credit governance in LiShui to achieve more positive results.
