On The Development Of The Creativity Of Postgraduates

In order to realize the grand blueprint of “building a well-off society in 2020”,not only the party and state leaders attach great importance to poverty alleviation,proposing the concept of “targeted poverty alleviation”,but it is also the time everybody contribute to this great goal.Beginning in the eighties of last century,the scope of social organizations to carry out poverty alleviation has gradually deepened into grassroots,and certain achievements,including education,humanistic care,health care,and technology promotion,are got.However,due to the constraints of the traditional concept,the imperfection of mechanism and other factors,social organizations taking part in targeted precision poverty is facing a series of difficulties and challenges.Therefore,we must ensure that social organizations actively participate in the cause of targeted poverty alleviation.To sum up,this article start from the following aspects:First,the research on poverty alleviation at home and abroad is reviewed mainly through literature review.Concerning the domestic research,it is reviewed from the aspects of poverty alleviation research,targeted poverty alleviation research and the research of social organization participation in poverty alleviation work.As for foreign research,it is reviewed from the aspects of poverty alleviation concept research,poverty alleviation strategy research,and social organization poverty alleviation research.Secondly,this paper begins to define the relevant concepts from poverty alleviation,targeted poverty alleviation,social organization and social organization participation in targeted poverty alleviation.And the theory of state and social relations,cooperative governance theory,income redistribution theory are demonstrated as the research basis.The value of social organizations involved in targeted poverty alleviation is also proposed.Thirdly,the process of social organization participation in the poverty alleviation is introduced,mainly from the stage of planning economy(1949-1917),the stage of reform and opening up economy(1978-2000)to the stage of building a well-off society in an all-round way(2001 to present).Fourthly,the problems and causes of social organization participation in targeted poverty alleviation are analyzed.Problems mainly mean the imperfection of security system,assessment system,and incentive efforts that are caused by the cognitive and institutional barriers,the lack of legal resources,and the unscientific assessment system.Fifth,in view of the above problems,the countermeasures to improve the related problems,from ensuring the principles for social organizations to participate in targeted poverty alleviation,optimizing the related system,to improving the specific participation ways,are putting forward.
