Recent years,the functions of performance assessment which is regarded as important assistance and guidance to drive every social public utilities has got more and more weakened;the distrust and whatever attitude on government's performance assessment has spread among government departments gradually,heavily weakening government's ability of control and promotion on all kind of works.The writer believes,currently,there lacks an important factor,that is the justice and equity of performance assessment.Without justice and equity throughout the whole process of it,the development of public administrative works and the execution of strategic programs will get vast damaged.Based on this point,the author regarding Dongtou district of Wenzhou city as research objects,expects to figure out the way to further motivate the guidance function of government's performance assessment by studying assessment's justice and equity in every direct departments of the district government,thus building a ideal atmosphere of well competition and mutual catching-up among assessed objectives,promoting government's departments complete every target tasks,and forming performance assessment mode indeed which will benefit vast public citizens and get recognized by departments.In this paper,the author uses methods of comparative analysis,literature analysis,research analysis,and unified historical and logical method to introduce the current situation about performance appraisal work of Dongtou District in Wenzhou City on the basis of a large number of literature data.It focuses on prominent phenomenon of “old advanced” and “old end”,unreasonable implementation on one vote veto mechanism,unfair using of evaluation results and other unfair performance.On this basis,it is hard to compare with “input” and “output”.The author also deeply explores unfair reasons on performance evaluation of research samples from perspectives about imbalance of energy and attention,human factors that difficult to eliminate,and disunion on rights and responsibilities.To solve these problems,the author suggests to establish an open and transparent evaluation system,pay attention to daily and year-end evaluation organically,fully use of evaluation mechanism from 360 degree,break fixed mechanism according to the proportion,rationally use evaluation results and other effective countermeasures,as well as help to improve fairness and effectiveness of research objects combined with the actual situation of Dongtou District in Wenzhou City,so as to activate the enthusiasm of government departments,optimize the allocation of public resources,improve the internal goals for social and public service,and provide a useful supplement to the theory of performance evaluation system of fairness.
