| From 1989 to 1990,East Europe has undergone a dramatic change and the Cold War seemed to end quickly.Under such circumstance,the GDR has suffered an internal turbulence,thus entitle an opportunity for the unification of the two German states.The reunification of Germany will influence the balance of power in Europe,the redistribution of interests of neighborhood countries and the reformation of the world status quo.As a neighbor country to Germany,France will be directly affected by the unification process.The French president Mitterrand and his fellow officials have started a multi-level and multi-platform diplomatic maneuver.Firstly,France participate in the negotiation and coordination with Soviet Union,United Kingdom and the United States in order to ensure the stable transition of the unification process and make a positive influence on the international consequences of the process.Secondly,French government coordinated frequently with Polish government in order to fix the Oder-Neisse border issue,so the solution will stabilize the border issues in the post Cold War Europe.The French government has acted actively in the international institutions and mechanisms,for instance,1 discuss the timetable of the lift of FFA(French troops on German territory)2 Construct the European Monetary Union together with German government and sign the Maastricht Treaty to forge a European Political Union 3 Coordinate actively with Soviet Union and reassure the security issues of the unification in the framework of CSCE and Helsinki Final Act.This article tries to illustrate the role of France during the period of German Unification and relevant issues in the international frameworks and negotiations.The author uses the strategic reassurance theory and signal transfer method to analyze the French decision-making mechanism and motivations.Recognizing a variety of realistic and psychological factors of French decision-making process,so as to form a more concrete,systematic and theorized narration of the history. |
