A Comparative Analysis Of Poverty Reduction Effect Of Different Ecological Resettlement In Ningxia

Ningxia ecological migration is a complex and ambitious project,since 1983,Ningxia carried out a large-scale relocation of poverty alleviation projects of the residents of Ningnan mountainous areas that the living environment is poor,living conditions are difficult,"one party can not afford a water".In order to restore the livelihood of migrants after relocation,Ningxia also explored a variety of different resettlement modes,such as the relocation of the county,relocation outside the county,centralized and decentralization resettlement,land placement and landless placement.however,in the resettlement process,there are also many problems,such as lack of land reserve resources,poor quality,resulting in the difficulty of migration,as well as the immigration "big dot placement",the relocation of "heavy life,light production" and other issues.Based on the field investigation activities of the members of the "Loan Plateau Ecological Immigration" in Shanxi Normal University in 2016 in the Ningxia Hui Autonomous Region on the resettlement of the resettlers after resettlement,this paper analyzed poverty reduction effect of different resettlement modes of ecological resettlement in Ningxia.Firstly,it analyzes the research background of ecological resettlement in Ningxia,puts forward the theoretical basis of Ningxia ecological resettlement mode,and combs and summarizes the relevant literature review of Ningxia ecological immigration and resettlement mode in theory;Secondly,we also discuss different poverty reduction effects by comparing two different resettlement modes: “production resettlement mode” and “living resettlement mode”.In terms of production resettlement,mainly analysis of land use patterns,using FGT poverty mea sures to analyze the effect of poverty reduction in traditional family management and land collective leasing,and use the regression analysis method to study the influencing factors of poverty reduction;In terms of living resettlement,mainly using FGT p overty measures to analyze the effect of poverty reduction in "concentrated contiguous living resettlement" and " concentrated but not contiguous living resettlement",and explores its causes.Finally,this paper summarizes the poverty reduction effect of different resettlement modes of Ningxia ecological migrants,and puts forward some countermeasures and suggestions.The main research found in this paper,First of all,in the production resettlement of resettlement households:(1)It is analysis on the livelihood of immigrants in terms of land use,found that the level of incidence of poverty(H),poverty gap rate(PG)and poverty intensity index(SPG)of land collective leasing immigrants are lower than those of traditional family management immigrants,the overall level of poverty of land collective leasing is lower than that of traditional family management immigrants;(2)The individual characteristics of the immigrants,including the ethnicity,educational level,family characteristics of the land,the number of labor,deposits on the migration of migrants have different degrees of impact.Secondly,in terms of living resettlement: from the perspective of residential resettlement,it is found that different ways of resettlement have different influence on the ability and speed of immigrants to adapt to the new environment,learn new technology and develop new livelihoods.(1)It is found that the l evel of incidence of poverty,poverty gap rate and poverty intensity index of concentrated but not contiguous living resettlement immigrants are lower than those of concentrated contiguous living resettlement immigrants;(2)Compared with concentrated contiguous living resettlement immigrants,settlers who resettled in a concentrated but not contiguous have advantages in the nearby workers and market behavior,social ties and ideeas.Zhongwei City,according to local conditions to take the concentrated but not contiguous living resettlement has more advantage in poverty alleviationTherefore,in view of these issues and the status quo,The government of Ningxia should improve the immigration policies,and guide the migrants to participate in the relocation work,and according to local conditions to choose a different resettlement,attention to the follow-up livelihood problems,so Interlocking,all links should be responsible for immigration,people-oriented,will Ningxia poverty alleviation work done,and can achieve the goal of immigration “move out,live firmly,can become rich”.
