From The Community Of Shared Ideology To The Community Of Shared Destiny: The Study Of Relations Between China And Algeria(1954-Present)

The deep and long-run friendship between China and Algeria features mutual support and cooperation.Ever since the 1950 s,the two countries have established their “special partnership” of different features,which can be divided into three stages.The period from 1954 to 1978 marks the first stage of the partnership,i.e.the China-Algeria community of shared ideology.Against the background of fighting against imperialism and colonialism and struggling for national liberation,China and Algeria reached consensus on issues like achieving Algerian independence and restoring China's legitimate seat at the United Nations thanks to their shared ideology and political value of communism.Later on,with the change of their national situations,particularly during the period from 1979 to 1999,the partnership between the two countries entered its second stage,i.e.the China-Algeria community of shared interests.The second stage partnership was formed under the special circumstance of China's reform and opening-up policy and Algeria's economic reforms with their agreement on the spirit of mutual benefit and win-win cooperation.The third stage has come into being since the beginning of the 21 st century,featuring the China-Algeria community of shared destiny.Since the 21 st century,Algeria has pursued the “looking-east” policy while China has started its “westward” policy under the “one belt one road” initiative(OBOR),promoting the building of comprehensive strategic partnership and forming the community of shared destiny.Establishing the strategic partnership between China and Algeria is nothing natural,but is influenced by numerous factors like the historic bilateral “comradeship and brotherhood”,the complementary feature in terms of economy,trade and energy and their mutual perception of the other party as the major diplomatic partner in each other's continent.Currently,under the mechanism of bilateral and multilateral cooperation,the cooperation between China and Algeria has great potential in areas like energy,infrastructure,people-to-people exchange and cultural exchange.Nevertheless,regional terrorism,the conflict concerning Western Sahara and the unfavorable domestic economic environment of Algeria shall never be overlooked in developing China-Algeria relationship.All in all,the two countries should work jointly in the spirit of mutual understanding so as to usher their comprehensive strategic relationship to a higher level.
