Study On The Innovation Of Social Governance Driven By Think Tanks

The arrival of the era of complexity makes the innovation of social governance badly in need of the effective integration of social multiple interest and resources,and numbers of public emergency events happened urge innovative ideas which is built on professional knowledge,experience and information that can deal with emergency events appropriately and predictably,scientific and democratic decision-making and strong intellectual support is the key to solve the governance problems efficiently.As a professional in the field of policy research institutions,think tank is the bearer of knowledge and ideas, it can develop a long-term study based on knowledge, information and experience on governance problems in the innovation of social governance and carry on system analysis and preview issue efficiently,and put forward the predictable,scientific policy advice and recommendations which can apply the advanced experience according to local conditions.The breakthrough of complex, multiple and dynamic governance problems can't do without the driven by think tanks.By clarifying the conception of think thanks and the innovation of social governance,the author in this article systematically analyzes the reasons why think tanks drive the innovation of social governance.In terms of the role that think tanks played in society movement,think tanks exist as a governance pattern,the keywords of think tanks and governance can realize seamless abutment.The complexity of the innovation of social governance appeals wisdom governance,urges prospective and professional decision,demands policy analysis market and citizen participation together becoming inherent requirement of the reasons that the innovation of social governance driven by think tanks.After explicating the function and operational mechanism of think tanks in the innovation of social governance, the author in this article analyzes hindrances from the perspective of legal environment,the capacity of think tanks and institutional environment.The law is of vital importance to a country,lack of legislation and the imperfection of institutional environment may be the greatest obstacle to think tanks.Meanwhile the lack of the ability of self-improvement and the internal management system of think tanks.To tackle specific problems,in accordance with China ' s present situation,the author in this paper presents realization route of the innovation of social governance driven by think thanks.To make it into normalized mechanism,it needs law to identify and protect the rights,procedures and the order of the think tank participation,and adequately bringing it into track of legal system.Promote a consultative policy system should be on the agenda. Strengthening the construction of talent team,social influence and database of think tanks is the important part of capability improvement for think tanks.Ultimately,institutional innovation must be strengthen to achieve coordinated development of think tanks and the innovation of social governance,and to inject powerful motivation for modernized national governance of China and new think tank construction with Chinese characteristics.
