The theoretical research on science and technology and Society(STS)has obtained fruitful results,and its application research has been deeply concerned about and widely carried out by domestic and foreign scholars.Considering the times and geographical factors,with the problem—oriented approach,people consider it an important topic in today's relevant research for the "STS" theory and the practice of China's science and technology to be closely linked.The impact of Factors of social system,social production and social ideological and cultural awareness on technology development and application can not be ignored;the innovation of science and technology to the social development especially the effective promotion in the innovation of the social management(the management concept of innovation,management model innovation,management means innovation,management approach innovation,etc.)is a very direct and important aspect.With the continuous development of digital technology,the application of digital technology in urban management is more extensive and deep-going,the integration of the digital technology and the urban management has contributed to many problems,which has attached people's great concern.Changsha County,the first conty-level city of Hunan Province which first developed and successfully operated the digital city management,has achieved progressive success after five years' great efforts in solving the problems in the management of Changsha County.But because the integration of technology application and social development is not deep enough,there are some problems in the information system,personnel mechanism,working mechanism and management idea and mode,which is necessary for the further optimization.Under the perspective of science and technology and Society(STS)theory,taking Changsha County as an example,and from one point to the entire area,it can provide suggestions for the current digital city management to solve problems.The application of digital technology in urban management can be refined according to the research of governance theory,system theory and control theory.We can strengthen infrastructure construction,promote information system and further optimize the relevant mechanism system.Under the background of the era of big data,we are sure to strengthen technologyinnovation,personnel structure optimization and the overall quality ascension,thus accelerating the socialization and advancing the pace of the marketization deeply.
