Research On Historical Changes Of "Steering Group Of The Cental Committee" Of The Communist Party Of China

"Steering group of the Central Committee" of the Communist Party of China is an important institution set by the Communist Party to deal with the affairs about overall situation and strategic field. It is also the carrier of the “ Chinese Model" which experienced a complicated process.According to the history stages of the Communist Party of China and the development clue of the Steering group of the Central Committee of the Communist Party of China, this paper divides the history to three stages. First stage is the new-democratic revolution, during which the Steering group of the Central Committee of the Communist Party of China appeared and initial formed. During the second stage, the Socialist Revolution and Construction Period, Steering group of the Central Committee of the Communist Party of China was treated as an advisory committee. But during the Cultural Revolution, almost all the Steering group of the Central Committee of the Communist Party of China were forced to stop their work except the group of the Cultural Revolution. During the third stage, Reform and Opening-up stage and the period of socialist modernization, Steering group of the Central Committee of the Communist Party of China gets restoration and development. It is also clearly defined as judicial body. On the other side,especial after the Third Plenary Session of the 18th CPC Central Committee, organizational structure of the Steering group of the Central Committee of the Communist Party of China is more overall and strategic."Small Group" is developing to "Big Group".From the historical changes we can see the Steering group of the Central Committee of the Communist Party of China plays an important role in different periods. It shows that the Steering group of the Central Committee of the Communist Party of China is the carrier of the "Chinese Model". Meanwhile,the Steering group of the Central Committee of the Communist Party of China should strengthen the transparent and legalization construction with the development of times and the change of function.
