Based On The Study On Financial Perspective Of Local Governance In Gansu Province

The Communist Party of China in the third Plenary Session of the18 th CPC Central Committee announced that we should regard improving and developing Socialism with Chinese characteristics and promoting national governance system and governance capacity modernization as the overall goal of deepening the reform.And it also pointed out that Finance is the foundation and important pillar of national governance.In the face of new forms and new challenges in recent years,local government of Gansu province actively deepen reform,and constantly improve the local government governance ability.Therefore,this article studies the governance ability of local government in Gansu province from the perspective of finance.This article studies the local government governance ability from the perspective of finance.Firstly,the article analyzes the connation and components of the local government governance ability.Secondly,this article puts forward the evaluation index system of local government governance ability from the perspective of finance.Thirdly,this article analyzes the present situation and achievements of local government governance from the scale and structure of fiscal expenditure in Gansu province.And then,evaluate the ability of local government in Gansu province through the index system.Combined with the existing problems,this article puts forward some suggestions on hoe to improve thegovernance ability of local government in Gansu province from the perspective of finance.Specific suggestions are: First,optimize the structure of fiscal expenditure,reasonably arrange the scale of fiscal expenditure;Second,improve the local tax system,strengthen local government revenue;Third,establish the modern local government budget management system;Fourth,establish and improve the local government debt management syetem;Last,scientifically divide local government power and expenditure responsibilities.
