The extensive application of Western governance theories since the 1990 s has gradually weakened the explanatory power of the term "government management capability" and has been replaced by "government governance capability".At present,my country is in the historical intersection of big data governance and the modernization of national governance.Both economically developed and underdeveloped regions are striving to achieve a state of "good governance",and this is an important guarantee for the realization of the vision of "good governance" It is the strong governance capabilities of local governments at all levels.In recent years,relying on the strategic advantages of big data,Guizhou Province has achieved leapfrog development.However,due to the limitation of a series of historical factors such as location advantages,economic foundation,ecological environment,etc.,as an underdeveloped region,Guizhou Province and economically developed regions have the level of government governance capacity.The gap between them is still widening.Therefore,the use of scientific evaluation methods to comprehensively evaluate the governance capabilities of local governments in Guizhou Province from political,economic,social,cultural,ecological and other aspects to find gaps and make up for shortcomings has certain theoretical significance and Realistic meaning.The main research contents of this paper are as follows: First,conduct a comprehensive review of the current situation of local government governance capacity in Guizhou Province under the background of big data through the literature research method,and then take Guiyang City,Zunyi City,Liupanshui City,Anshun City,Bijie City,Tongren City,Guizhou Province The governments of 9 cities(prefectures)including Qianxinan Prefecture,Qiandongnan Prefecture,and Qiannan Prefecture are used as research objects.Guizhou Province is constructed based on the five-in-one internal governance logic of local governments under the background of big data using literature research method and analytic hierarchy process Local government governance capability evaluation index system and calculate the weight of each index,and then use the combined evaluation method of TOPSIS method and cluster analysis method to comprehensively evaluate the governance capability of 9cities(prefectures)in Guizhou Province and analyze the evaluation results Finally,based on the empirical research results of this article,the specific path to improve the governance capacity of the local government in Guizhou Province under the background of big data is proposed.The main research conclusions of this paper are as follows:(1)Big data is being embedded in the whole process of the governance activities of local governments at all levels in Guizhou Province as a data technology,a data resource,a data product,and a data countermeasure.The government is an effective means to solve social and public affairs,realize scientific decision-making,refined social management,and diversified public services.(2)The overall level of government governance capabilities of the 9 cities(prefectures)in Guizhou Province is not high and the gap between the cities(prefectures)is large.(3)The level of government governance capacity among the 9 cities(prefectures)in Guizhou Province has shown the characteristics of unbalanced development.(4)The governments of ethnic autonomous prefectures such as Tongren City,Bijie City,and Liupanshui City in Guizhou Province performed relatively weakly in terms of institutional innovation and technological empowerment.(5)There is a highly positive correlation between the level of government governance capability and the level of regional economic development.
