Research On The Evaluation And Improvement Of Government Governance Capacity In F County, Shaanxi Province

General Secretary Xi Jinping once emphasized that the county-level government plays an important role in building up the state power,and is an important foundation for promoting economic development,maintaining social stability,protecting people's livelihood,and achieving long-term stability in the country.The county-level government is located at an important level of the local government system in China.It is in the position of combining national macro-management with county-level micro-management.It must not only implement the national policies and policies,but also flexibly solve all matters within the county.The level of governance has the most direct impact on the implementation of national policies and the local people's economy,culture,and life.The improvement of the countylevel government's governance capacity is crucial.This article takes the governance capacity of F county government in Shaanxi Province as the research object,evaluates its current governance status,analyzes the constraints on the improvement of its governance capacity level,and proposes an improvement path based on this in order to improve the governance capacity of F countygovernment.First,by reading the relevant literature at home and abroad,and combining the actual governance of F county government,determine the research content,research ideas,and research methods of this article.Second,define and explain the relevant concepts and theoretical foundations of this article,and lay the foundation for the research of this article.Third adjust the indicator system constructed by the People's Forum Evaluation Center,and finally build the evaluation indicator system of this article.Use this indicator system to evaluate the current status of F county government's governance capacity.Fourth,from the governance concept,governance subject,governance resources,and governance technology Analyze the factors restricting the governance capacity of the county F government at four levels.Lastly,based on the previous analysis results,set up a modern governance concept;multi-subject cooperation governance to better play the role of government;continuously enrich governance resources;technology empowerment to help governance capacity The improvement of these four levels puts forward the specific path to improve the governance capacity of F county government.
