Research On The Supply Of Urban Community Pension Service In Zichuan District,Shandong Province

In recent years,the number of elderly people in China has increased substantially,and the aging degree has gradually deepened,which makes the pension problem highly concerned by the whole society.Therefore,it has become an urgent need to seek a pension model suitable for China’s national conditions.Due to the weakness of the traditional family pension mode and the difficulty in the acceptance and popularization of the institutional pension mode for the elderly,the community-based pension mode has undoubtedly become the preferred mode for the elderly.As a new mode of old-age care,community old-age care integrates multi-party old-age care resources of the government,market and social organizations to undertake part of the functions of family old-age care and institution old-age care,and provides old-age care services with community as the place.This mode of multi-subject joint participation and multi-cooperation in providing pension services not only meets the psychological demand of "homesickness" of the elderly,but also enables the elderly to enjoy professional pension services,which has unique advantages for solving the problem of pension under the background of the deepening degree of aging.In view of this,this paper,from the perspective of welfare pluralism,studies the supply of urban community old-age service in Zichuan district,Shandong province.This article embarks from the realistic national conditions and policy background,community endowment in combing the domestic and foreign related service and the welfare pluralism theory,on the basis of reference,put forward in this paper,the research train of thought and method,innovation points and deficiencies,and to the community endowment service related concept and the welfare pluralism theory in detail,which supply the theoretical basis of analysis of community endowment service.This paper mainly conducts field research on Zichuan district through questionnaire survey,interview and other methods,and starts from various subjects to understand the current situation of Zichuan district’s urban elderly service system development and the operation of service supply,and analyzes the current situation of supply with the data obtained from questionnaire survey and interview.Through the analysis of the current situation of pension service supply in this area,the following problems are found:insufficient government system guarantee and supervision,low market and social organizationparticipation and limited capacity,and weak community pension function.Through the study of the problems,the causes are analyzed,including: the absence of government duties,the lack of market profits,the lack of motivation to participate,the limited development space of social organizations,the shortage of community pension resources,the lack of cooperation mechanism between multiple providers.Through sorting out the local practice experience of the successful multiple supply of domestic community pension service,the author sorted out the experience worthy of reference,and then put forward the countermeasures and Suggestions to improve the urban community pension service in Zichuan district for each supply main body,including: First,adhere to the government to provide basic security;Second,Define market advantages and activate market forces;Third,leverage social organizations to enhance the ability to participate;Fourth,integrate community resources and play the role of bridge.While making clear their respective responsibilities,each subject should pay more attention to strengthening communication and cooperation,avoid "going it alone",and truly realize the multi-subject supply of community elderly care services.
