Research On The Supply Of Aged Services In Urban Communities From The Perspective Of New Public Services

With the deepening of China' s aging population and the m iniaturization of family structure,the functions of fam ily on socialization,pension and mutual aid are weakened,which le ad to peop le's increasingly strong dem and for aging services.Community has become the m ain aging serv ice provider.Therefore,the supply of aging services in co mmunities has attracted the governm ents' and social organizations' attentions.Aging service has heavy significance on both promoting elder people' s life quality and satisfying their pension dem ands.As a representative and a typical one,community J has achieved good results on providing aging services in community.So in this pap er,we cho ose community J of Gulou district in Fuzho u city a s the researching object.Through interview and field research,the paper makes analysis on the basic situation of elder people and the supply status of aging ser vices in th is community.From the perspective of new public service theory,we find out the problems existed in the practice of providing aging services in community J and find out the factors that affect the providing of aging services in this community according to these problems.Then,we put for ward a better path for supplying aging services and make good reference for the developm ent of aging service supply in urban communities.Together with the view point of the ne w public service theory,the paper has discovered many problems in providing aging services of this comm unity,such as unclear supply subject,too large of government power,narrow range of supply object and dissatisfy to the elder people's needs.And then we analyze the influencing factors from the service concept and efficiency of government and residences' participation.In the new public service th eory,government should take the elder people as the center in providing aging services and should make the best to serve elder people;It should treat the pursuing of public interests as the goal and encourage elder people to participate in the execution of policies.Ther efore,at the end of the paper,we make suggestions on the supply of aging services in communities from the construction of service-oriented government;government purchase com munity aging service;structural adjustment on supply of aging service etc.It has im portant practice significance on speeding up the improvem ent of urban public service supply and better realizing the stability and harmony of community and society.
