Research On The Dilemma Of Chinese Villager Autonomy And The Countermeasures In The Context Of Hollowing Out Of Its Population

Over the past 30 years of reform and opening-up,the work of villager autonomy has greatly guaranteed the stability and development of China's rural areas.However,due to the phenomenon of hollowing out of rural population,a large number of farmers enter the city,leading to the loss of villager autonomy,the continuous expansion of the gap between rural and urban areas and the increase of the distrust in the society,which has greatly affected the villager autonomy.Therefore,it is urgent to fully aware of the dilemma of villager autonomy brought by “hollowing out of population” and take effective measures to solve this dilemma according to the developing situation of social economy.A normative system is the primary guarantee for villagers' autonomy.In our country,the villagers' autonomy has gradually formed a normative system with national,local and village levels.In the upper level,there are documents regulated by relevant state organs of the Central Committee with universal applicability and binding force nationwide,including the Constitution,Organic Law of Village Committees and other normative documents.In the middle level,there are the local legal provisions regulated by relevant state organs with universal applicability and binding force in the local range,including provincial,municipal,county and township levels.In the lower level,there are regulations regulated by villagers' assembly or villagers' representatives' assembly with universal binding force within the village range,including the rules of villagers' autonomy,village regulation and various specific provisions.Villagers' autonomous organization has formed a system consisted of authorities and working organs.Within the system of villagers' autonomous organization,the relationships between various autonomous organizations are different,and the effect on the function of villagers' autonomy is different.After the establishment of villagers' autonomy,it has some certain relationship with rural public powers such as the township regime and the Party's leadership.On the perspective of the establishment of the system,the relationship between villagers' autonomy and township regime is the relationship between the guidance and the guided,assistance and the assisted;and the relationship between villagers' autonomy and the Party's leadership is the leadership and being led.The whole thesis is divided into five parts:The first part is the introduction.From the research background of the thesis,the author points out the purpose and the significance of the research,reviews the research status of “hollowing out of population” and Chinese villager autonomy at home and abroad,and determines the research orientation of this thesis.In the second part,through the elaboration of the development process,status and the achievements of work of Chinese villager autonomy,the author introduces the authority,working mechanism and operating mechanism of villager autonomy,and defines the working connotation of villager autonomy.In the third part,the author firstly introduces the context of hollowing out of rural population in China,and discusses the specific performance of this phenomenon from the outflow situation and the structural characteristics of rural population,and finally gives a objective evaluation on the effect of hollowing out of rural population.In the fourth part,the author reveals and discusses the dilemma of Chinese villager autonomy in the context of hollowing out of its population: villagers' awareness of autonomy is not strong;the capacity to participate in autonomy is insufficient;the functionality of institution for autonomy is insufficient;the running of villager autonomy is poor.The fifth part reveals and discusses the effective countermeasures for solving the dilemma above: creating a good atmosphere for villager autonomy;innovating industrial structure;attracting “elites' to return home and start business;increasing the ability for villagers to participate in autonomy;improving the operation mechanism and guarantee system of villager autonomy.With the perspective of “hollowing out of population” as the entry point,this thesis analyzes and explores the basic problems of villager autonomy in a comprehensive,deep and systematic way,reveals and discusses the dilemma of the work of villager autonomy in the context of “hollowing out of its population” and analyzes the dilemma,thus putting forward targeted countermeasures.
