| As one of the basic forms of democracy with Chinese characteristics,rural villager autonomy is an important guarantee for farmers to directly exercise their democratic rights in accordance with the law.For a long time,villager autonomy has received extensive attention from the government and all walks of life.However,with the acceleration of the process of urbanization,many rural areas have been hollowed to varying degrees,and the hollowing problem has become a bottleneck for the development of villager autonomy.Therefore,it is of great significance to study the operation of villager autonomy in the context of hollowing out.This paper selects Baishi Village,Xiangpu Town,Zongyang County,Anhui Province,the central region of China,as the research object,and conducts field investigations on it.First,it elaborates on the hollow evolution process and performance characteristics of Baishi Village.Secondly,discover the development history and relatively successful practice of villagers’ self-government in Baishi Village,and analyze its self-governance effectiveness.Thirdly,combined with empirical research data,analyze the problems and causes of villager autonomy in Baishi Village under the background of hollowing out.This is the point of this thesis.The problems are mainly manifested in the absence of the main body of villager autonomy,the operation of the villager autonomy system,and village-level governance.The reason lies in three aspects: the drive of urban and rural comparative interests meets the needs of villagers’ self-realization,the lack of villagers’ self-government ability and the lack of democratic education,the collapse of acquaintance society and the contrast of the pressure of resources to the countryside.Finally,in view of the dilemma and reasons for the operation of hollow rural villager autonomy,the corresponding countermeasures are proposed from three aspects:developing the rural economy,attracting the return of talents;improving the villagers’ autonomy ability,giving play to the role of village democracy;improving the village-level governance system and constructing a pluralistic governance pattern. |
