Research On The Problem Of Government's Purchase Of Public Service In Henan Province

Government purchasing public services has become an important step in the innovation of social governance mode and the transformation of government functions.Based on the core viewpoints of Polycentric subject participation in governance,autonomous governance of civil society and scientific and democratic decision-making in the Polycentric Governance,this paper focuses on the current situation of government purchasing public services in Henan Province,a province with a large agricultural population and make in-depth analysis and research on it.Firstly,this paper summarizes the relevant theories and concepts of government purchasing public services,and discusses the compatibility and applicability of Polycentric governance theory in government purchasing public services from three levels: government,market and society.Secondly,the article describes the two stages of the development of Henan government's purchasing public services,including the beginning and overall promotion,and lists the basic contents of the purchasing public services by the provincial government.At the same time,it expounds the practical results of Zhengzhou City and Luoyang City.On this basis,it concludes five major problems which are put accordingly that the government does not have adequate knowledge,the form of public service supply is single,the main body is less specialized,public service lacks refined management in actual operation and imperfect supervision and evaluation system.Then,the problems of Henan government purchasing public services are analyzed from five aspects: long-term existence of "single-center" mode,poor decision-making,weak social strength,weak concept of public autonomy and the lack of relevant laws.Finally,it returns to the three-dimensional governance pattern of Polycentric governance,and puts forward in detail the path choice of optimizing the government's purchase of public services in Henan Province from the dimensions of government,market and society,in order to strengthen the effective interaction between the government's purchase of Polycentric subjects,form a dialogue and cooperation atmosphere of Polycentric governance in Henan Province,construct a Polycentric subject participation in social governance,pomote the southern provincial government purchases the efficiency of public services,and achieve the goal of equalization of basic public services in the province,so as to realize the construction ofservice-oriented government in Henan Province in the new era,and benefit every citizen with the achievements of government reform and transformation.
