From Government’s Rotation To Revolution: Research On The Purchase Mechanism Of Public Service Project In H Province Working Committee On Children And Women

Reform and opening up has been more than 30 years in China, with the sustainable development of social economy and people’s living standard, the public have put forward higher requirements for the government and public service. However, the traditional public service in our country follows the bureaucracy mode, that is, government and bureaucratic organization monopoly public service supply. It not only seriously affects the supply efficiency and quantity of public service, but also holds back the transformation of government functions and roles. Therefore, how to innovate the public service supply mechanism and build a diversified supply system have become an important problem faced by the government currently.As a government department with special responsibility for women and children’s affairs, the working committee on children and women is the bridge and link between the government and the public, which plays a important and special role in protecting the legitimate rights and interests of women and children. At present, with the raising of public service demand and public affairs, the contradiction between the increasing demands of public services and the insufficiency of supply ability become increasingly intense. Against this background, China has started to break the governmental monopolization and introduce market competition mechanism into public service. In this context, the working committee on women and children puts forward higher requirement for public service capacity. Therefore, this paper mainly discussed the working committee on women and children how to transform the government functions and innovate the public service supply mechanism, which selects the working committee on women and children of H province as the research object. And it mainly use the methods of literature research, qualitative interviews and participant observation to analyze the transformation process of government functions and the existed problems, and propose reasonable and feasible measures and suggestions to optimize and improve the supply patterns of public services.The main content of this paper has six parts:The first part is an overview and introduction. It reviews the research background, the research importance and summary of related research firstly, in order to point out the historical background and practical significance of the study. In addition, the part detailed explains the main research content and methods, then points out this paper’s innovations and shortages.The second part is definition and interpretation. It provides brief explanations of basic concepts at first, for example, the working committee on children and women, public service, government purchase of public service and so on. Then it puts forward the network governance theory and principal-agent theory as the theoretical tools. Based on above analysis, this part puts forward the logical thinking and analysis framework.The third part is to analyze the supply situation of traditional public service in H province. It firstly summaries the function orientation of the working committee on women and children. Secondly, it discusses the existing problems deeply in traditional mechanism of public service, and further explains the cause of these problems.The forth part is to introduce the purchase mechanism of public service project in detail. This section explains the reasons for the innovation of public service supply mechanism. The following section analyzes the purchase process and mechanism deeply based on the overview of the overall process and organization structure.The fifth part is purchase mechanism analysis. This section mainly summarizes the new changes and remarkable achievement made by the working committee on women and children of H province. According to practice, this part analyzes the transition process of government function from rotation to revolution. On this basis, points out the problems and deficiencies in the purchase mechanism of public service.The sixth part is suggestions. Based on network governance theory and principal-agent theory, this part mainly puts forward reasonable proposals to improve the purchase mechanism, which is of great realistic significance to improve public service capacity and speed up government transformation.
