Land Administrative Accountability Of The Impact On The Local Land Administration Ecological Research

Land resources as the most important production factor,is closely related to the production and living,with people is an important support of national economic development.Along with the social economy fast development,the land supply shortage,difficult to meet the needs of the economic development of local government illegal land use tube to lead to conflict between population and land,land conflicts frequently occurred.Purification for punishing land violation behavior,local land administrative ecology,2009,nationwide land who have law enforcement investigation,and in 2011 survey results are unified accountability,principal officials,77 people.The land administrative accountability effect how?Existing research to protect arable land and land income effect is evaluated.In this paper,the land administrative accountability after the change of the local land administration ecological conditions were studied.Article on the basis of defining the related concepts,to local land administrative ecological divided into external and internal ecological two kinds:the external ecology includes political ecology,economic ecology,cultural ecology,internal ecology including the influence of the government organization and administrative staff personal impact.Then theoretically demonstrates the land administrative accountability mechanism of local land administrative ecological impact,and designed the land administrative ecology:27 indicators index system for performance index evaluation system of land,the officials selection mechanism,promotion mechanism of return as the land administrative political ecological index,finance,the contradiction between supply and demand of land,land to\"rent-seeking\" as ecological and economic indexes,land department work style,administrative personnel administrative morality and public participation as indicators of social and cultural ecology.At last,through statistical analysis of questionnaire.Through the statistical analysis of the questionnaire and related statistical data,case studies,the results showed that the land administrative accountability for local land administrative ecology in general have purification effect.Land administrative accountability to promote the improvement of the concept of local officials,standardize the deposed official employment again,regulate land processes,reduce local officials to rent-seeking behavior,the implementation of Iand expropriation compensation policy,improve the land administrative departments of work style,improve citizen participation influence is obvious.For reducing the land illegal cases,alleviate the contradiction between supply and demand of local land,slow down the local land financial dependence on strong status have certain effect,but still exist the following problems:the local finance depending on land tax to grow,illegal land use land problem is still severe,the accountability after land administrative staffs work enthusiasm.The reason mainly is:the land administrative accountability is not strong enough;Local government land management lack financial support,the problem of idle land,land supply,accountability,make the administrative personnel to the psychological pressure increases and so on.On land administration accountability mechanism of the impact of land administrative ecology and the basis of theoretical research,this article put forward to improve the land administrative accountability implementation effect of the policy Suggestions:one is to strengthen the Iand administrative accountability,promote land administrative personnel diligent for;2 it is to revitalize the local land finance capital,increasing the service efficiency of land finance;3 it is to increase the intensity of land investigation,revitalize the existing land resources;Fourth,broaden the channels of social supervision in the process of land accountability,the effect of the national supervision and promote accountability to ascend.
