The South China Sea Issue From The Perspective Of International Political Resources

International political resources refer to the material and spiritual resources used by international political actors to gain their interests and achieve their strategic goals in international competition.Since the 1970 s,China has lost a variety of international political resources in the South China Sea: some of the reefs have been usurped by other countries;China has maintained a huge deficit from the trade with ASEAN countries for a long time;China's leadership in solving the Issue has been restricted.In international political resources,China is faced with a plenty of constraints in the South China Sea issue.On conceptual level,China's peaceful diplomacy has not created peace as it expects,on contrary,it has hampered China's initiative.Meanwhile,“China's Threat” is prevalent in Southeast Asia,and influenced by the mass media of the related countries,people's feelings in this region lean to one side,which shaped China a negative image.On normative level,the principle of “shelving differences and seeking joint development” has been abandoned,many of the countries surrounding the South China Sea has led the way in exploiting oil and gas in South China Sea,and based on the United Nations Convention on the Law of the Sea,each country has tried to build their sovereignty over part of the South China Sea through domestic legislation.On structural level,the United States returns to Asia,intervenes into the South China Sea issue,in this scenario,the related countries attempted to push the internationalization of the issue so as to offset China's influences.In order to solve the South China Sea Issue,China should mobilize all he positive factors,spare no effort to exploit the international political resources and utilize them rationally.On conceptual level,it is required to adjust China's foreign policy,which means more active foreign policy should be implemented.Meanwhile,China should make the best use of its traditional culture and enhance the communication with other claimants so as to establish a good identity with them.For the purpose of combating the negative effect caused by “China's Threat”,China should strengthen its external propaganda,fight against discourse hegemony and create the image of a responsible power in the world.Aiming at the misleading by the mass media of the related countries around the South China Sea,China should change its mentality,while improving its external publicity,it should make full use of foreign media to report the truth and let the outside world know the truth,in which the cooperation with Taiwan mass media is necessary.On normative level,China shouldaccelerate its “Joint development” to declare its sovereignty with actual governance;at the same time,it should construct a new pattern to protect its maritime rights and enhance the ability of constructing rules and regularize the behavior of other claimants of South China Sea.On structural level,China should integrate itself into the international system,safeguard the current international system,and build healthy relationship with other powers.Furthermore,it should make a breakthrough in relations with ASEAN countries and exploit international political resources in the interaction with them.Finally,China should deepen the cooperation with its neighboring countries in the South China Sea under the background of “Belt and Road” initiative.
