The south China sea, Surrounded by China, Vietnam, Malaysia, Indonesia,Brunei and the Philippines and other countries.It’s the important channelwith strategic position for China’s entry into the Indian and Atlantic. Fromthe seventies of last century. The south China sea problem caused by a largenumber of oil and gas resources has been discovered.The core issue is thequestion of attribution of the South China Sea islands and reefs and thecompetition of the neighboring countries of the South China Sea sovereigntyof China’s reefs and marine resources and mining rights.In the process ofcountries compete for the reefs. The geographical pattern of the South ChinaSea area is also undergoing new changes. There have been big countries outsidethe region to intervene the situation in the South China Sea. Non-traditionalsecurity factors and the impact has become increasingly prominent.In the South China Sea issue, the contention of the countries sovereigntyover the Nansha Islands is the most intense. In terms of legal basis, orhistorical basis, China has indisputable sovereignty over the Nansha Islands.Given the economic strength, national development strategies, internationalenvironment, China’s South China Sea policy change accordingly. In1992, theChinese government officially expounded the principled stance on thesettlement of the South China Sea dispute, that "sovereignty in me, puttingaside disputes and seeking common development". November4,2002between Chinaand ASEAN signed a "Declaration on the Conduct of Parties in the South ChinaSea disputes countries have indicated their willingness to position and desirea peaceful solution to the South China Sea issue. We hope that with theneighboring countries in the South China Sea in the peaceful settlement ofthe South China Sea issue, the theme of the times of peace and developmentco-operation, co-development.This paper discusses the theory and the South China Sea issue, describingthe history and current situation of the South China Sea, combing around theSouth China Sea islands and reefs of the sovereignty of China and neighboringcountries in the South China Sea since the1970s, conflict, attitudes andpolicies, and diplomatic point of view put forward a mechanism to solve theSouth China Sea issue. The authors argue that China absolutely can not give up sovereignty overthe South China Sea islands and reefs, but strenuously for peace anddevelopment of the international environment is also present a very importanttask. In the South China Sea issue, regardless of the contradiction betweenhow the intensification of all countries should adhere to the peacenegotiation, to avoid the principle of force. Cooperation with neighboringcountries in the South China Sea by China to develop the resources of the SouthChina Sea to the best way to maintain the interests of all countries tomaximize.
