The civil service system of our country has gone through more than 10 years of history since it was formally promulgated. According to the National Bureau of statistics data show that the total number of civil servants in China reached 7 million 167 thousand,which accounted for about 60% of the total number of civil servants. Grass roots civil servants as the main force of the grass-roots government, they are the closest to the masses of the public power Messenger, a profound impact on the status quo and the future of China's grassroots governance. How to do a good job in the management of civil servants at the grassroots level is also an important part of China's cadre human resources management.The selection and promotion is an important issue in the career planning of civil servants at the grass-roots level, and the scientific and reasonable selection and promotion mechanism is the most effective way for the grass-roots civil servants. This series of problems will inevitably lead to the grass-roots civil servants job satisfaction and promotion fairness is reduced, or even lost confidence in their own occupation career development, so exploring practical civil servants selection and promotion mechanism, has important significance for improving the management of the civil service system, is the basis for the construction of the rule of law and harmonious society and talent plan the.A county is located in the northeast of Henan Province, which belongs to the underdeveloped county, and it is very important for the economic and social development of A county to build an excellent civil servant team. Firstly, the A county civil service selection and promotion situation to make comprehensive analysis from the total amount,age, education, tenure, promotion, and selection of A county civil service promotion conditions and procedures are defined. Through interviews, selected interviews,combining qualitative and quantitative methods, comprehensive evaluation of the current promotion model of A County, find out the advantages and problems and analyze the causes of problems. Through multi angle analysis, this paper puts forward some countermeasures to improve the selection and promotion of A county civil servants. In order to provide a reference for the selection and promotion of civil servants in A County,and contribute to the economic and social development and the improvement of people's living standards in A county.
