In recent years,with China's system reform,more and more attention to the selection of public authorities at all levels,especially the national civil service exam is no longer allowed to apply for civil servants,public selection has become the main way of civil servants transferred.The selection of personnel through an open selection at the grassroots level,expand the space for the grass-roots civil servants occupation career development,motivation to learn their work,at the same time also can change to inject fresh blood into the superior organs and units,talents selection of grass-roots grass-roots cadres,improve the status of the backlog.With more and more units open selection of civil servants,the selection task is correspondingly increased,open selection of civil servants system began to form,from recruiting to each link of appointment in practice,continuous improvement.Although the increasing development in the constantly perfect,but there are drawbacks can not be ignored,such as public selection would become a "radish pit",set up the post for the special relationship;selection of civil servants is only for promotion,but does not meet the needs of employers and so on,all sorts of problems in reality have become drawbacks open selection of grass-roots civil servants.Based on this,the study is based on the concept and background of open selection involved as the starting point,through the combination of domestic and international public selection of literature,starting from the concept and theoretical basis of public selection,taking Rizhao City as an example,summarizes the characteristics and present situation of open selection of open selection method mainly,through literature analysis,comparative research methods,logical analysis and questionnaire analysis of Rizhao City public selection problems in the implementation process,and the reasons for these problems in-depth analysis,finally put forward a sound system of the Rizhao City open selection of civil servants.These proposals include reasonable determination of open selection of positions,improve the scientific nature of the written examination,interview innovation,increase the intensity of the selection of cadres and so on.The traditional civil service mode is a lifetime in a specific position,and the selection of civil servants to break the deadlock,this is not only conducive to stimulate the grass-roots civil servants working enthusiasm,encourage the positive work in continuous learning and innovation,but also for the higher authorities a selection of grass-roots talents,so as to further deepen within the system of personnel system,optimize the structure of China's civil servants.Therefore,in addition to improving the system of public selection,in addition to the theoretical reference,It also has a strong guiding significance for specific practical work.
