Since the full implementation of the examination system of civil servants in our country,we have formed a relatively stable talent recruitment and selection system,and selected a large number of outstanding talents for our party and government organs.In recent years,there have also been a large number of "sanmen" civil servants,these civil servants because of the lack of basic grass-roots training,do not understand the basic needs of the masses of people in the real life,it is difficult to take the responsibility of leadership positions,and it is easy to breed bureaucratic style,so that Since 2012,in-service civil servants can no longer participate in the National Civil Service examination,the grassroots civil service promotion channels are narrowing the background,to seek a higher platform and greater opportunities in the way more rely on the Civil service selection system.The implementation of the civil service selection system is just beginning,far from the maturity and perfection of the civil service examination system and the public election system,there are many defects in the selection scope,the selection of eligibility conditions,the selection of examination links,the relevant mechanism of selecting civil servants and the stability of the grassroots,so that the selection of candidates for civil servants is not stable.This paper makes an in-depth exposition and demonstration on the background,development course,experience achievement,existing problems and countermeasures of the open selection of civil servants in our country.This paper is divided into five parts,the first part is a summary of the public selection system of civil servants in our country,from the definition of open selection system of civil servants,the civil service selection system and the Civil service examination system and the civil service system.The second part is the emergence,the development course and the function of the public selection system of civil servants in our country,especially the background,the development process and the positive role of the civil servant selection system.The third part is the results of public selection of civil servants at grassroots level,focusing on the experience of the selection system in terms of principles,procedures,objectives,test elements,examination rules and so on.The forth part is the defects of the open selection system of civil servants in our country,which are the main defects of the selection system,such as the scope of the selection,the selection of the units,the qualifications of selection and the selection of examination links.Part V is to improve the public selection system of civil servants in China's scientific level of countermeasures,the focus from the fifth part of the selection of the shortcomings of the system,targeted,expounded scientific countermeasures and suggestions.
