The challenges that contemporary public administration theories confront are complicated and plural. These not only come from their internal continuity and challenges, including traditional public administration, new public management and new public service, but also come from strike of external trends of thought, including Globalization. In the face of the circumstance of plural knowledge and diverse values, this article considers that Constructive Realismcan be an epistemological strategy of interdisciplinary integration, according to its arguments for two types of reality, the strangification and the pragmatic vision of science, we can probe into its suitability and restriction on the administration essentiality, ponder over public value dialectically in view of the above, and infer that Social Equity is the central public value. After establishing the philosophical foundation (Constructive Realism) and value foundation (Social Equity), this article considers that, although the concepts about governance are plural, when public organizations and actors take administration actions under Constructive Realism, they can use public dialogue and strategies of creating public value as the reposition and governance strategies. This kind of governance strategies has normative and practical significance concurrently, it makes adequate participation, good interaction and mutual understanding and respect between plural actors.
