A Study On The Problems Of Itinerant Vendors In Zhengzhou City

In many urban management issues,the itinerant vendor trading with streets' occupying has been the main problem that the city administrative law enforcement departments often grasp.With the acceleration of the pace of cities in China in recent years,the contradiction between the negative impact caused by the itinerant vendor and the urban development goals has become increasingly prominent.This paper takes itinerant vendors as the research object,chooses the actual data of the digital urban management in Zhengzhou,mainly uses the method of cluster analysis to carry on the spatial distribution characteristics research,and put forward the countermeasures,and aims at optimizing the digital city management scheme of this kind of problem,to enhance the city's urban management of scientization and refinement,playing a positive practical significance.This paper first conducted an interview on the operation of traffic traders in Zhengzhou City.Based on the actual data generated during the operation of Zhengzhou digital city management system,two-step clustering analysis was used to study the spatial distribution characteristics of traffic traders in Zhengzhou City,and the results were analyzed that cases have obvious classification results.Secondly,it analyzes the influence of the itinerant vendors on urban management.Thirdly,it analyzes the current situation of the management problem in Zhengzhou City,and analyzes the domestic and foreign governance experience based on the literature research.Finally,based on the current situation of the management problem,this paper puts forward the improvement measures based on spatial strategy and the countermeasures to strengthen the management suggest.There are five conclusions:First,the city's digital urban management within the scope of the itinerant vendors case in Zhengzhou City has a clear classification of the results.The relevant management departments should be based on a certain period of time the characteristics of the itinerant vendors in the distribution of space characteristics,and the itinerant vendors for sub-regional and sub-level Governance.Second,the itinerant vendors in Zhengzhou City,operating problems in the governance of the face of a double dilemma:One is the problem set the target set the lack of flexibility.Another is the disposal of the lack of strength and the existing strategy of the city accounted for operational characteristics of the targeted is not strong,with little success.Thirdly,according to the literature research,China's current stage is still in the stage of strategic governance.According to the current situation of governance in Zhengzhou,it should be based on the level of knowledge management,from the perspective of space strategy.Fourth,according to the theoretical tools of this study,the digital city management model is a practice of the government to return to the overall governance concept,which can be used for reference to the management of other urban management problems.It should give full play to the digital city management mode in terms of technical means and coordination,integration and the superiority of the system.Fifth,the itinerant vendor is not only the problem of urban management.The management of the city needs of urban management departments within the organization and multi-sector coordination,the private sector and third-party departments to achieve holistic governance.The innovation of this research is the statistical analysis of the problem of floating peddlers,based on the digital city management mode,and describing the spatial distribution of the cases in the unit grid by macroscopic classification of the spatial distribution of floating peddlers in the region for a long period of time.It's to facilitate the delineation the responsibility grid of focused supervision of special cases in the work,replacing the existing mechanism of random generated grids and facilitating to improve the level of urban management in this region.Through number statistics,the key governance areas are found out and regulated focally.In this paper,the two-step clustering analysis method is used to study the data of the digital urban management database as a sample,with high reliability and the validity,and large sample size,which is different from the regression analysis in previous studies,largely using observed data.
