Since the ancient times,China has attached great importance to the relief of vulnerable groups,which is an important measure to protect the rights of people and maintain the social stability.After the liberation of Wuhu City in 1949,great changes have taken place in political,economic and social aspects.The problems of the disadvantaged groups including poverty and unemployment are very prominent.Therefore,under the leadership of central government,Wuhu municipal government has gradually received and transformed the original civil relief agencies,rebuilded the social assistance model as well as reconstructed the new social welfare system,based on the on the new social assistance system,Wuhu municipal government have taken various measures to help the poor,the unemployed,the homeless orphans and the disabled elderly victims and staff.This series of relief activities show the government-dominant model,the participation of the whole society,the importance of production assistance as well as other characteristics which have achieved good results.The research on the vulnerable groups in the early days of New China has provided a historical reference and inspiration for the current social assistance.
