Research On The Haze Governance Of Beijing Tianjin Hebei Region From The Perspective Of Cross-Border Governance

In recent years,with the development and improvement of public governance theory,the theory of Cross-Border governance has become the mainstream trend and strategic choice for the countries to deal with the public issues,especially the environment issues.Presented in the Beijing Tianjin Hebei regional haze of pollution source multiplicity,the scope of pollution cross-border,pollution harsh nature of characteristics,decided to rely on the traditional single administrative region government power is difficult to achieve fundamentally radical haze effect,need to Beijing,Tianjin and Hebei province to break the administrative region administration,and put cross-border governance into effect.This paper is based on the theory of Cross-Border governance,take Beijing Tianjin and Hebei regional haze as the breakthrough point,using the method of literature analysis and comparative analysis,in previous of haze governance research foundation,through the comparison and analysis of the status of haze governance of Beijing,Tianjin and Hebei Province,then founding the problems and the reasons for these existing problems in the haze governance of Beijing Tianjin Hebei region.Finally,based on the management experience of foreign haze governance,coming to the conclusion that the key is to build an air quality Cross-Border management area of Beijing Tianjin Hebei region,and formulate the operating mechanism of the management area to the haze problem.In addition,it also puts forward should be adopted to improve government execution effect,adjust the industrial structure of Beijing Tianjin Hebei region,strengthen the enterprises and the public awareness of environmental protection concept to haze governance,and improve the effect of the air quality.
