Research On The Management Of Urban Minimum Living Security In Fushun

After the reform and opening up,the living standard of the residents in our country has been greatly improved, especially the urban residents reached a well-off level. However, with the continuous advancement of the reform of state-owned enterprises in 1990s, a large number of workers laid off, and become the urban poverty groups. And with the further expansion of urban poor groups, urban poverty has become increasingly prominent. The traditional urban social assistance system has not been able to solve the basic problems of many urban poor groups. Under such background,China's urban residents minimum living security system came into being. In 1993,Shanghai took the lead in establishing the minimum living security system for urban residents. Since then, the small and medium-sized cities have established the minimum living security system for urban residents. At present,the minimum living security system of urban residents in China has become the main force of urban social assistance work, which plays an important role in ensuring the basic life of urban residents and maintaining social stability.According to the ?Circular of the State Council on the establishment of the minimum living guarantee system for urban residents in China?,Fushun established a minimum living security system for urban residents in 1996 . With the continuous development in recent years, Fushun city residents minimum living standard has been greatly improved, the minimum living security management mechanism and system construction is gradually perfect, and gradually carried out a variety of special assistance, but at the same time, we also found in the system there are still some problems, such as the city to verify family income difficult, compared with the other city, guaranteeing system construction and supporting measures are not perfect,guarantee the lack of funding sources, the security level is still low, and guaranteeing that the object is lack of perfect mechanism of entry and exit. In order to effectively play a better role in the system of subsistence allowances to Fushun City,this paper puts forward corresponding countermeasures, such as reform and improve the system of subsistence allowances, improve the standard minimum identification procedures,formulate scientific and reasonable minimum standards, strengthen system funds management,help low staff out of subsistence allowances, subsistence allowances system play as a last line the safety net "in our city social assistance work.The main contents of this paper include the following five partsThe first part is the introductory part of this paper. This paper mainly introduces the main background and the significance of the topic. Secondly, it is the research progress of urban subsistence allowances, and summarizes the relevant theoretical achievements from two perspectives at home and abroad, which provides the basis for the research of this paper.The second part is the theoretical basis of this article. This paper mainly combs the theoretical basis of the research on the minimum living guarantee in the city at home and abroad.The third part is the current situation and existing problems of urban subsistence allowances in Fushun city. This part is the core of the full text. Through the systematic analysis of the various aspects of the low-cost work in Fushun City, the author first has a comprehensive understanding of the city's low-cost in Fushun City. Secondly, it analyzes the problems existing in the process of urban subsistence allowances in Fushun Conducted the analysis, mainly including household income verification difficult, lower standard of low security, low-income funds and other issues.The fourth part summarizes the experience of urban low-income work in developed areas.
