Research On The Equalization Of Basic Public Service In Shenyang Economic Area

As the eighth the comprehensive reform pilot area in our country,the development strategy of Shenyang Economic Area has risen as a national development strategy.The development of this region has the close relation with the economic and social development in Liaoning province and even the country.However,it’s obvious that the basic public service isn’t equality in each city in Shenyang Economic Area.It has a negative impact to the whole area of economic development and social stability.Therefore,it’s significant to analyze the degree of the differences in the equalization of basic public services in Shenyang Economic Area,and to explore countermeasures to shorten the gap.This paper based on the theory of fairness and justice and collaborative governance,and it take the equalization of basic public services in Shenyang Economic Area as the research starting point.It according to the research achievements of the previous scholars,and to build the evaluation index system of the equalization of basic public services in Shenyang Economic Area.At the same time,it uses the method of variation coefficient to analyze the data in education,health care,social security and infrastructure construction in Shenyang Economic Area.And it measures the relevant indexes to explain the degree of the differences in the equalization of basic public services in Shenyang Economic Area.Finally,it finds the influence factors such as the division of the administrative management,the failure of the public service supply mode,the imbalance in local economic development,and the imperfect intergovernmental cooperation mechanism.Based on this,it puts forward the guiding principles and countermeasures to realize the equalization of basic public service in Shenyang Economic Area,including to build the pluralistic cooperation mechanism which is dominated by the government across the administrative division,to build the pluralistic basic public service supply mode,to optimize the public finance transfer payment system,and to establish a basic public service oriented government performance evaluation system and supervision system,etc.It provides the theoretical basis and decision-making reference to realize the equalization of basic public services for Shenyang Economic Area.The innovation of this paper is to use the variation coefficient method to quantitative analyze the difference degree of equalization of basic public services in Shenyang Economic Area,at the same time,it puts forward regional cooperative governance to shorten the regional gap,and offers the services countermeasures and suggestions to realize regional equalization of basic public.The shortcomings of the paper is construction and analysis of the index lacking of the comprehensive and thorough,because of the author’s own theoretical level,research ability and research object of limited data.At the same time,this paper only considers the regional equalization of basic public services among the cities,and urban and rural issues less involved.
