Analysis On Regional Differences Of Basic Public Services In China

The concept of the measurement of regional development gap experienced the transformation from only GDP’S theory to the idea of people oriented. Humanistic perspective is widely reflected in the field of economics. Multidimensional comprehensive index measure system enjoy great advantage over the single economic indicators measure system. Human Development Index and the level of basic public services are two weighted multidimensional comprehensive index that are widely used as the measurement of regional development and development gap.In the1990s, development perspective transferred from content to people, and then to meet the needs of the people, that is human development. United Nations Development Porgram defined the concept of Human Development. It is pointed that development refers to the development of the human race, it is for the service of mankind. In addition to meet the food and clothing, human development should involve many other dimensionalities, such as health, education, a decent standard of living, political liberty, participate in social activities and personal safety and so on. Human development should emphasize the development of putting people in the center of attention. The purpose of development is to expand people’s practical ability and expand the essence of human freedom.The human development index (HDI) is released by the United Nations development programme (UNDP) in1990to measure the degree of social economy development. The human development index has play an important role in measuring the development level of the countries all over the world and HDI changed the change the situation of a strong reliance on GDP measure. HDI in measure of human development gap between countries have recognized and accepted by more and more countries and research institutions. According to the definition of basic public services stated in "The The state’s basic public service system’Twelfth Five-Year’Plan", this thesis, using computing method and indicator system of HDI for reference, construct a new evaluation index system called Regional basic public services index to measure the development difference among different provinces in China. The system aimed at looking for the reason of the existence of the difference of regional development, and then putting forward relevant policy Suggestions.Since "The state’s basic public service system’Twelfth Five-Year’Plan" make a clear definition of the specific scope of basic public services, selecting an appropriate index should be put into priorities when establishing the regional basic public services index. Each index should be in line with the characteristics of public products, namely of publicity; Each index content has the common characteristic of existence and comparability; Each index need to have to distinguish degrees; Each index have data availability, namely data can be collected and is meaningful. Starting from this several standard, this thesis select four subentry index—(1)Public education index:Selecting all the per capita primary school full-time teachers number and per capita than higher school number of full-time teachers as level3index;(2) Public health index:Selecting all the per capita health institutions bed space and all the per capita health technical personnel number as level3index;(3) Social Protection Index:Selecting the town residents endowment insurance ginseng protect a number of region percentage of total population as level3index;(4) Infrastructure index:Selecting the per capita the social fixed assets investment amount and the construction sector per capita as level3index.As to the synthetic method, this article used the synthetic method of HDI as reference. Seven level3index affiliated four subentry index using extreme value standardization method, which were then being dimensionless processing. In the second step, this article use the same weight arithmetic average method to transfer the seven auxiliary index into four secondary subentry index. At last step, This paper using geometric mean method to establish the regional basic public services index system.After establishing regional basic public services index, the article used method of comparison, clustering methodology and coefficient of variation to make an analysis of the basic public service level of31provinces in china between2000and2010from the perspective of four single indexes and a comprehensive index. This thesis attempted to find the gap of basic public service development among different provinces and areas, find the main reason for the gap formation, and put forward some Suggestions.
