The vote right is a basic civil right which is stipulated in Constitution.It is the direct representation of citizens' political participation.In recent years,with the development of the economy and society,the diversification of interests groups,some behaviors which harm the electoral system are on the rise.A typical example is the event of canvassing by bribery in the twelfth People's Congress in Liaoning province in the election which is harmful to the election.Since the appearance of election,bribery phenomenon exists accordingly.In recent years,with the rapid development of economy and the trend of diversified interests,bribery wind intensified.The example of “the case of bribery in the Liaoning Provincial People's Congress” is shocking and thought-provoking.Bribery case not only seriously damages the People's Republic of China National People's Congress and Local People's Congress Elections Law(hereinafter referred to as the "election law")but also neglects and violates the citizen's right to participate in politics;moreover,it seriously impairs the authority of the fundamental law,the People's Republic of China(hereinafter referred to as "the Constitution").By the two-way practical and theoretic analysis of the case of bribery to NPC deputies in Liaoning,the thesis finds out the law problem reflected in it and delves the ultimate reason of the existence of canvass bribery in the NPC deputy election.The thesis concludes that the common causes include the deficiency in the division of constituency and candidate production in NPC deputy election,the procedure loophole,the ineffectiveness of supervision and the incapacity of the law's calling to account.On the basis of researching western election system,the paper specifically finds the good strategies for the prevention of people's Congress election bribery problem.The author by writing the paper hopes to ameliorate the election environment and to optimize the election environment to guarantee the impartial exercise of vote right so that the constitutional authority would be guaranteed and the advantage of the National People's Congress election would be taken into full play.
