Shanghai Cooperation Organization Network Anti-Terrorism Cooperation Research

It has been more than 20 years since the Shanghai Cooperation Organization(SCO)launched security cooperation,which has played an important role in maintaining security and stability in central and South Asia.In the past decades,the proliferation of local terrorism and the infiltration and return of international terrorist forces have always plagued SCO member states and threatened the lives,health and property safety of local people.After the establishment of Regional Anti-Terrorist Structure of Shanghai Cooperation Organization(SCO RATS)in 2004,combating the "three forces" of separatism,extremism and terrorism has become the primary task of SCO security cooperation.In 2017,the accession of India and Pakistan expanded the influence of SCO to South Asia,making the task of joint counter-terrorism more arduous and strenuous.With the efforts of all parties,SCO counter-terrorism cooperation has achieved remarkable results.However,With the development of Internet technology and the reduction of network threshold,the living space of terrorism and its influence extend to the field of network.Cyber terrorism has become the new normal of terrorism.At present,the cyber anti-terrorism cooperation of the SCO is still in its initial stage,and the development direction is not clear.This paper focuses on combing and analyzing the background,current situation,problems and causes of SCO cyber anti-terrorism cooperation,and tries to put forward its future development path.Cyber terrorism can be divided into tool type and object type.The former refers to that terrorist organizations use the Internet as a tool to incite and disseminate terrorist information,publicize and recruit new members,plan,organize and implement terrorist activities,etc;The latter refers to the terrorist organization's cyber attack on the target country,such as attacking key information infrastructure,and taking the network as the object of attack.At present,cyber terrorism in the SCO region mainly belongs to the former,but the negative consequences caused by the latter are unimaginable.In response to cyber terrorism,the SCO has gradually formed a consensus and carried out joint counter-terrorism exercises to improve its cyber counter-terrorism capability.However,online counter-terrorism is difficult to achieve overnight.There are still some problems in SCO,such as lack of legislation and backward mechanism.These problems are related to the existence of competitive international organizations,the internal relations of Member States and the transformation of propaganda strategies of terrorist organizations.Based on the problems existing in the current stage of SCO cyber anti-terrorism cooperation,this paper believes that the improvement of joint cyber anti-terrorism capacity in the future can be achieved in the following ways: first,learn from the relevant experience of ASEAN and EU in cyber anti-terrorism cooperation,including the discussion,dialogue and coordination mechanism of "ASEAN Way" and the legislative experience of EU.Second,strengthen the mechanism construction of Regional Anti-Terrorism institutions and build a common,comprehensive,cooperative and sustainable cyber security.Third,enhance political mutual trust among Member States,improve the cohesion of online anti-terrorism cooperation,and create a good atmosphere for cooperation.The strengthening of the SCO capacity cyber anti-terrorism will provide a solid guarantee for regional economic cooperation.
