Study On Rural Residents' Pension From The Perspective Of New-type Urbanization

The 18 th National Congress of the Communist Party of China(CPC)has insisted on taking the road of new urbanization with Chinese characteristics,promoting the interaction between industrialization and urbanization,urbanization and agricultural modernization,and promoting the simultaneous development of industrialization,informationization,urbanization and agricultural modernization.As the core of urbanization in rural areas,its economic and social development has been an unprecedented increase in urbanization to farmers to create a civilized modern way of life,but also changed the rural areas of the inherent family structure and pension concept,the traditional family pension into Dilemma.Urbanization and population aging have become the two salient features of China's social development.The problem of old-age pension has become the bottleneck of the development of socialism with Chinese characteristics.Especially in the rural areas where the old-age resources are scarce,how to realize the pension becomes difficult.Based on the theory of equalization of public services and the theory of Masnuo demand hierarchy,this paper analyzes the existing problems and shortcomings of the rural residents' old-age security brought by the urbanization construction of Wuwei city in Gansu province,and analyzes the present situation of the rural residents in Wuwei On the basis of the analysis of the causes of these phenomena deep-seated,through the process of urbanization in the process of farmers support the weakening of the results of this analysis,learn from the successful experience of the final increase in old-age security measures and recommendations to address the context of urbanization Local farmers to make useful thinking about the pension,with a view to Wuwei City,the new urbanization and harmonious construction of new socialist countryside to provide a theoretical basis.Through field investigation and research,the main conclusions are as follows:1.Since 2010,Wuwei municipal government put forward and fully promote the development strategy of urban and rural areas,the development of "Gansu Province urban and rural development pilot area Wuwei urban and rural integration development core area master plan",effectively promoted the optimization of productive forces layout,the city's urbanization process is accelerating,The urbanization rate of resident population increased from 27.56% in 2010 to 35.92% in2015.2.Liangzhou District Xiehe Township rural residents old-age security mainly includes three types,namely,pension insurance pension,family pension and land pension.By the end of 2015,Xiehe Town,the total population of 21473 people,the number of 11726 people should have insured,has been insured 11319 people,including 2713 people to enjoy the treatment,payment of 8606 people,the insurance rate reached 96.53%.3.Although the work of the farmers' livelihood of the farmers in the town of Xiejiang has achieved remarkable results,there are still low level of protection and lack of policy incentives.The implementation of the staff,funds and infrastructure is not in place;The work is facing difficulties;imperfect information systems and other issues and deficiencies.
