| With the improving of people’s living standard continuously and the related facilities such as medical standards, the average life expectancy of our country citizens has also been gradually extended. A contradiction between the surging demand for pension and the development lag of social endowment institutions has been increasingly prominent. Furthermore, there are also showing a serious imbalance between the pension service demand and service quality of the hospital care institutions. A series of aging problem, such as providing for the aged, providing against old age, extending of life, are increasingly becoming the focus of the government and society and hot spot of academic research. In addition, with the increasing of domestic market demand for pension institutions and the rising of the quality of services, some emerging endowment institutions such as care homes was born to satisfy these requirements under this situation. Home for the Elderly not only has the general function that pension institution endowment providing with, but also owns the functions of providing for the aged, providing against old age and extending of life. Moreover, with the management pattern and the design idea advancing with the times, it can provide high-quality and humanized service for the elderly population to stay. The layout design of Home for the Elderly pay more attention to care about the physical and mental health of the elderly, which making it become a best place for the older age groups to enjoy their later years and nursing their ailments comfortably in the new era.Based on the study of the relevant research literature at home and abroad, the paper analyzed the current situation of the pension market in our country at present stage and summarized the good social effect bring about by he country’s aging policy. In addition, in order to explain the social needs of hospital care more clearly, this article introduces the development trend of the urban elderly ages and the various pension issues of aging. Furthermore, it made a comparative analysis of differences and links among the social welfare institutions, nursing homes, retirement homes, apartments for the elderly and home for the elderly. In line with the principles of scientific, forward-looking and the operability, it built the comprehensive evaluation index system of Home for the Elderly construction projects. Then it made a study on the analytic hierarchy process (ANP), fuzzy mathematics theory and entropy theory. Additionally, it analyzed the advantages and limitations of each method from the view of the whole situation. In view of the diversity of index of Home for the Elderly project evaluation index system, the uncertainty of indexes boundary as well as the characteristics of the diversification of evaluation standard, this paper finally choose the fuzzy entropy evaluation method to evaluate the construction level.Through the questionnaire survey for the aged will of the elderly, the article initially built a comprehensive evaluation index system, with the help of SPSS software for factor analysis and correlation analysis between the indicators, it summed and integrated the index system constructed. By means of statistical processing of the index membership questionnaire results, it determined the evaluating indicators weights by using the Super Decisions. And then the high-level indicators of members can be determined by multilevel fuzzy matrix calculations. Accordingly, it can conduct the comprehensive evaluation of construction level after using entropy method to determine the weight of senior members. From the point of the evaluation results, the fuzzy entropy value method to carry on the comprehensive evaluation result is very close to the actual situation of the Home for the Elderly construction project. This comprehensive evaluation method in the evaluation process can "neutralize" the excessive subjectivity when the single fuzzy evaluation method in determining the more complicated low index weights, which making the evaluation results tend to be more reasonable and scientific. Fuzzy entropy method provides a new comprehensive evaluation method for construction level of Home for the Elderly, which achieving the transformation from qualitative to quantitative and having more theoretical and practical significance. |
