Comprehensive Evaluation And Strategy Research On The Development Of Military-civilian Integration Industrial Park

The 19th National Congress of the Communist Party of China clearly states that it is necessary to pay more attention to the civil-military integration.It is necessary to firmly implement the strategy of civil-military integration development,and accelerate the formation of comprehensive development pattern of military-civil integration with all-factory,multi-field and high-efficiency.At present,the scale of the domestic civil-military integration industry continues to expand,and the synergy capability of civil-Military continues to increase.The industrial system of civil-Military integration is increasingly perfect,effectively exerting the scale effect of industrial agglomeration,and it has a realistic effect on promoting local economic growth and high-quality development.This thesis combines the development-related evaluation index system of the relevant civil-military integration industrial park in China,and constructs a development evaluation index system for the development level of civil-Military integration industrial park including basic indicators and adjustment indicators.The basic indicators include six first-level indicators:the level of institutional integrity,the level of policy integrity,the level of informatization development,the level of innovative development,the level of development effectiveness,and the level of risk warning timeliness.The adjustment indicators include three bonus indicators:the introducing major relevant policies applicable to the agglomeration and development of the national civil-Military integration industry,the National Defense Industrial Progress Award,and undertake national major project,and one reduction indicator:the number of major violations of discipline violations during the process of industrial agglomeration.The weight of each first-level indicator and its corresponding level indicators are calculated according to the analytic hierarchy process,which lays a foundation for quantitative evaluation of the development level.Secondly,this thesis makes an objective evaluation on the development of Zhongguancun civil-Military Integration Industrial Park by utilizing the development evaluation index system.The result shows that the development of Zhongguancun civil-Military Integration Industrial Park is generally at the second level.The level of policy integrity is at the first level,and the level of institutional integrity,the level of informatization development,the level of innovative development belong the second level,and the level of development effectiveness,the level of risk warning timeliness belong the third level.The evaluation result is almost the same as the actual situation of development of Zhongguancun civil-Military Integration Industrial Park,which objectively reflects the development degree at this stage.Finally,based on the evaluation result of the development level of Zhongguancun civil-military integration industrial park and the analysis of the main domestic civil-military integration industrial parks,the paper puts forward strategic suggestions to provide reference for further promoting the development of civil-military integration,from the aspects of improving the evaluation system,optimizing the market environment,perfecting policies and regulations,and promoting multi-modal collaborative innovation.
